00:00Executive Secretary Lucas Bersamin also argued that President Ferdinand R. Marcos Jr. had nothing to do with the allegation that the 2025 General Appropriations Act has a blank part.

00:26Yes, Angelic, President Ferdinand R. Marcos Jr. is right that the country's budget should be implemented.

00:34This year, a forum was held that was attended by all government agencies.

00:42This year, the 2025 Budget Execution Workshop was held, which is a platform for agencies to discuss the proper use of their funds.

00:53And for Angelic to know that each project and program of government agencies is in the best interest of each Filipino.

01:01But it is inevitable to ask the issue of the blank part of the budget that was thrown to the President.

01:07But stubborn Executive Secretary Lucas Bersamin, the Executive Department did not intervene, especially the President.

01:16I will not be able to stop Congressman Ungab and similarly minded people who want to put up a challenge.

01:29Our problem is that we will not be the ones to answer if there is a lack in that because it is a BICAM report.

01:40We have nothing to do with the BICAM report.

01:43We only have to do with the finished product that was signed by the President, not the blank check.

01:54They will not stop Angelic even if there are individuals who will question the approved 2025 National Budget.

02:01But Executive Secretary Bersamin will clarify this.

02:06The Supreme Court will never stop the budget from being implemented.

02:11I cannot understand if the Supreme Court will have that tendency to put a stop to it, even if any of those challengers will ask for a TRO.

02:23Because the government must function, must be run.

02:27They will say, fall back on the re-enacted budget.

02:31But the re-enacted budget can come only when there is a finding that it has been vetoed or the Supreme Court has nullified the present budget.

02:43But that is yet to be in the end of the year or maybe when this resolution of these challenges will have been delivered.

02:53As a former Supreme Court magistrate, Bersamin believes that the Supreme Court will not stop the implementation of the 2025 National Budget.

03:07But right now, the government must continue to function.

03:11There is a duly approved budget subject to all those that were vetoed the items.

03:18As we have been clearly telling, the effect of the veto is only to reduce the deficit.

03:27Because that is all that the veto has as a consequence.

03:35The realignments will happen only later on in the spending process.

03:42The DBM insisted that even though many government agencies have vetoed the budget,

03:48they assured that they will do it in a way so that the service for the Filipinos will not be hindered.

03:55On Monday, the Budget Call 2026 Workshop will be held,

04:00which will also be attended by Cabinet Secretaries to discuss and discuss how the 2026 National Budget will be formed.
