00:00He was the first of President Donald Trump's cabinet to draw confirmation from the Senate,

00:05which unanimously approved his nomination.

00:08On his first day on the job, the former Cuban senator from Florida met his staff and set

00:13his priorities, first among which to promote peace and goodwill to nations from a position

00:18of strength and in line with American interests.

00:21VOA's Veronica Balderas Iglesias sums it up in this story.

00:27On his first day as U.S. Secretary of State, former Republican Senator Marco Rubio told

00:32his new employees that their department will promote peace around the world.

00:37Without peace, it is hard to be a strong nation, a prosperous nation, and one that is better

00:41off.

00:42But avoiding conflict will be a strategic decision.

00:46Never at the expense of our national security, never at the expense of our national interests,

00:50and never at the expense of our core values as a nation and as a people.

00:54Rubio also met Tuesday with the foreign ministers of India, Australia, and Japan.

01:00The four countries formed the Quadrilateral Security Dialogue, or Quad, a bloc that aims

01:07to counter China's economic and military ambitions in the Indo-Pacific region.

01:13Tuesday's gathering eased some concerns about the America first approach under President

01:18Donald Trump.

01:19It is a clear signal that U.S. is not abandoning the regional coalition, allies and partners,

01:27in terms of how to counter China's rise.

01:30Beijing denounces the Quad as a Cold War construct.

01:34Any time that U.S. aligns with its allies and partners, the Chinese will feel isolated

01:39and feel threatened and they will accuse the United States of the Cold War mentality.

01:43The analyst pointed out that China's modernization and expansion of its military and nuclear

01:50arsenal will only continue driving countries in that region to strengthen their own militaries

01:58and seek a closer alignment with the United States.
