00:00And with barely a week left till he splits the White House for good, POTUS Joe Biden

00:06laid out his foreign policy that has led to a stronger alliance with NATO and in the Orient,

00:12with reinforced economic and military partnerships with Japan, South Korea, and the Philippines.

00:18A policy his successor and bitter rival is sure to undo with a more isolationist and

00:25transactional foreign policy upon his return to power.

00:28VOA's Anita Powell reports from the White House.

00:32President Joe Biden boiled his four years of foreign policy down to this.

00:38Right now, in my view, thanks to our administration, the United States is winning the worldwide competition.

00:44Compared to four years ago, America is stronger.

00:49Our alliances are stronger.

00:51Our adversaries and competitors are weaker.

00:54We have not gone to war to make these things happen.

00:57Biden leaned heavily on multilateral institutions and norms established after World War II.

01:02He cited NATO's enlargement as an example, saying the transatlantic security bloc thwarted

01:07Russian President Vladimir Putin's plan to swallow neighboring Ukraine.

01:10When Putin invaded Ukraine, he thought he'd conquer Kiev in a matter of days.

01:16The truth is, since that war began, I'm the only one that stood in the center of Kiev, not him.

01:22Putin never has.

01:24Biden said authoritarian players like Iran, Russia, China and North Korea are coming together

01:29more out of weakness than out of strength.

01:32On the grinding conflict that started in Israel and has enveloped the region, he said his

01:36administration was working to put out the fires of a conflict that has raged for more

01:41than a year.

01:42He touted his work on the largest prisoner swap in modern history last year.

01:46And at the White House earlier in the day, his national security adviser pointed to progress

01:50on freeing hostages held by Hamas for more than a year.

01:53We think those details are on the brink of being fully hammered out, and the parties

01:59are right on the cusp of being able to close this deal.

02:03Whether or not we go from where we are now to actually closing it, the hours and days

02:09ahead will tell.

02:11Analysts are looking ahead to the presidential handover.

02:14It's very possible that Joe Biden's foreign policy legacy will be that he is the last

02:21president of the United States to support the world order that was created after World

02:27War Two, because Donald Trump wants to remake it in a very radical way.

02:33And he may end up doing so.

02:36This was Biden's attempt to say that diplomacy was back and that he will have a lasting imprint

02:42on U.S. foreign policy when the historians look back.

02:46I actually think that, you know, the way in which historians will remember him is probably

02:52going to be defined more by what comes next.

02:54Biden's term ends on January 20th.
