00:52The situation was such that in Dehradun, Rishikesh and Haridwar,

01:03Paperwork on the Metro, from DPR to surveys were done, but the matter could not be made.
01:10After which, the Light Rail Transit was added.
01:14Even on that, not much work could be done.
01:17Then there was the issue of Ropeway, which also did not succeed.
01:21Finally, the issue of running the Metro is being discussed.
01:25Since the city of Dehradun is congested and the roads are narrow,
01:29it will be difficult to build the Metro.
01:31So, we were told to examine how to build the Ropeway.
01:37So, we started the process of building the Ropeway in the city.
01:41We also prepared a DPR for that.
01:43In this, we made a DPR for the Ropeway on these corridors.
01:48But then the decision was that the DPR for the Ropeway is not good for the city.
01:53So, we focused on the Metro.
01:57And since the cost was increasing, in the middle of this, at the end of 2017, in 2018,
02:04the Indian government, the Ministry of Housing, the nodal ministry,
02:10issued a new technology specification, Metro Neo,
02:14which is similar to the Metro, but is based on rubber tyres.
02:18The cost, the benchmark cost they gave, was very less.
02:22It was almost half of that.
02:24So, it was decided that the new technology that the ministry has introduced,
02:29why not make a DPR for this?
02:31So, taking the remaining data, we made an in-house DPR
02:34for the Metro Neo on both the corridors of Dehradun.
02:38And in 2021, we sent this to the Indian government for sanction.
02:44But the Indian government has not yet accepted it.
02:48The reason for this is that Dehradun is a very small city in terms of population.
02:56And the Metro that has been built so far is in metropolitan cities,
02:59whose population is around 30 lakhs to 40 lakhs.
03:02The Metro has just started being built there.
03:05Since 2021, the proposal for the Dehradun Metro Neo has been pending in the centre.
03:10In such a situation, Uttarakhand is now in a position to bring the Metro at its expense.

03:21Now, recently, the state government gave us this indication
03:25that we are not supporting it with our own money.
03:29So, we can also do it with our own money.
03:32So, we modified the same DPR a little and suggested two models.
03:38One is that the state government should give all the money.
03:42And after that, the money that will be saved from the operation,
03:46we will keep giving it to the government as a return,
03:49which is coming out that we can give them a return of about 6.5-6.5%.
03:55We can pay this much by taking out our operation cost.
03:59The second model is that the state government should give 40%
04:04and we will take a loan of 60% from a company,
04:08from a bank or from LIC or from HODCO.
04:11We have also spoken to HODCO.
04:14So, we have come to the conclusion that if the government gives 40%,
04:19then we will take a loan of 60%.
04:21We will take that loan from our operation, which will give us money and revenue.
04:25We will be able to repay the loan even after taking out the operation cost.
04:29So, we have also given these two models.
04:31This proposal has been passed by the board of Uttarakhand Metro.
04:37After being passed, it has been sent to the administration for examination.
04:41Neogen has also cleared it.
04:43Now, it is in finance for examination.
04:45A meeting has been held with the finance department.
04:49There were some of their observations.
04:51We have also sent a reply to it.
04:53We are still in the process.
04:55We hope that soon they will agree for PIB.
04:59After PIB, the cabinet will be formed.
05:03The problem of traffic jams in Dehradun is not hidden from anyone.

05:23we felt the need for Metro in Uttarakhand.

05:31If it is 60%, then what will be the average speed of category A, B, and C?
05:38There is a guideline in it.
05:40If BYC ratio is 0.8,
05:43that is, 80% of the capacity has reached,
05:47then you should start planning something.
05:51Either you will make an alternative road or widen the road.
05:55If you widen the road, the capacity will increase automatically.
05:57Or you will make an elevated road or an underground road.
06:01You should plan some alternative transport system.
06:06So that you can do something new until it gets worse.
06:12Considering the increasing pressure of traffic in Dehradun, Haridwar, and Rishikesh,
06:17these cities were declared a metropolitan area in November 2017.
06:22After that, people of Uttarakhand started dreaming of a metro.
06:26But since then, for people who are stuck in traffic jams,

06:35After 8 years of homework,
06:37the proposal of Neo Metro in Uttarakhand has been extended.

06:49roads were in a bad condition in 2019.

06:55the condition of traffic on these roads has worsened.
