00:00The National Price Coordinating Council has recommended to the Department of Agriculture to declare a Food Security Emergency.

00:07That is to use the NFA Buffer Stock in the hope of lowering the price of rice.

00:12The Department of Agriculture will support that recommendation.

00:16Ian Cruz has the floor.

00:22If the 300,000 metric tons of rice, which is the buffer stock of the National Food Authority, will be released to the market,

00:29it is possible that the price of rice will be lowered.

00:33Three to five pesos is really possible, in my opinion.

00:36Especially now that the world prices are going down.

00:39The NFA will release the rice if the Department of Agriculture declares a Food Security Emergency on rice.

00:48Based on the Amended Rice Clarification Law,

00:50the Food Security Emergency on rice can be declared

00:54if there is a shortage of supply or if there is a sudden increase in the price experienced.

01:01The data is very clear when we presented it to the MPCC.

01:05When the price of rice rose,

01:10the world market,

01:12then the local price also rose.

01:14Then it maintained until now.

01:17But we lowered the rate from 35 to 15 percent.

01:21It did not lower the branded rice in the market.

01:27It maintained at 60 to 64, as we can see.

01:31We have solid data that shows that this is justified.

01:38This was recommended by the National Price Coordinating Council,

01:42according to Agriculture Secretary Francisco Chu Laurel.

01:47Once it comes to my table,

01:52the chances is we will declare so that we can release the stocks of the NFA.

01:57Chu Laurel said that the sale of NFA rice will start in Metro Manila LGU and major cities

02:04at a price of 36 pesos per kilo in February

02:07and will go down to 33 pesos in March.

02:10The NFA rice can be sold through LGU, GOCC, Kadiwa Stores, and other government agencies.

02:20For now, harvest season is just around the corner.

02:23It's very dangerous. If we have a lot of rice and we can't release it because of this problem,

02:29then there's a good chance that it will rot.

02:32So we have to do something.

02:36Tomorrow, rice for all will be sold at a price of 38 pesos per kilo.

02:44On Monday, January 20, the maximum suggested retail price or MSRP for rice will be increased to 58 pesos per kilo.

02:54It can be lowered next week based on their assessment

02:59that the MSRP for rice will be from Php 5,000 to Php 1 million.

03:08According to the NFA, there is no hoarding of rice,

03:11but profiteering is the reason why the price of rice in the country is not going down.

03:21The DTI will of course monitor and enforce the directive of the DA regarding the price.

03:28From there, so far we haven't found anyone yet, but if in case there is, then we will act accordingly.

03:36Earlier, the DTI and DA visited the farmers in Pasig.

03:41They saw the stable price of rice in the market.

03:46It went down a bit.

03:48Before it was Php 58, now it's Php 53.

03:51They lowered it to Php 5.

03:53For example, they can get a lower price.

03:58Before, I used to buy at Php 65.

04:03Now, it went down a bit.

04:06It's a big thing for us because sometimes we don't have enough budget.
