00:00So, today, we organized a very meaningful conference with industry members of CEI.
00:29And more than 150 industry establishments participated on the future of work.
00:37And as we see, the global job landscape is undergoing a change due to various factors,
00:44economic factors, geopolitics, emerging technologies, and so on.
00:48Similarly, in India, we are facing opportunities and challenges as well due to the changing
00:54economic scenario.
00:56How do we address this and use the opportunities for creating better employability and employment
01:04opportunities for our youth?
01:06So that was the focus of the conversation today.
01:08We had very meaningful presentations from industry on a wide array of sectors, including
01:16green jobs, tourism, hospitality, the healthcare sector, similarly, smart manufacturing, manufacturing
01:24sector, logistics, and so on.
01:28We were able to see how presently the jobs are being created, what is the potential for
01:34creating more jobs in these sectors, especially with emerging technology, how to have a more
01:40digitally prepared workforce in the country, and integrating the efforts of different stakeholders,
01:48such as from the education, skill, and industry sector, how we can go ahead towards aligning
01:56the demand for skilled labor with the supply of labor.
02:02So basically, these were our discussions, and a lot of recommendations have come to
02:06us.
02:07We will be going ahead, working on these recommendations, coordinating with different stakeholder ministries,
02:13and taking all the recommendations forward.
02:17Madam, first off, something on the labor code, March has also been given as a deadline.
02:26Also, there is a little bit of divisiveness between states and the Centre, if you could
02:31talk a little bit about that.
02:33See, as you are aware, we have been having regional meetings with all the states and
02:37union territories in the last couple of months, and we very closely examined the quality of
02:42the draft rules pre-published by the states, and we have been working with the states on
02:47two things.
02:48Number one, how to harmonize and improve the quality of the draft rules, where we see any
02:53gaps or any deficiencies, or we see that the rules which have been pre-published by the
02:59state are not in the spirit of the labor code.
03:02So we have been working there.
03:03We have achieved very good progress.
03:06Thirty-one, thirty-two states have already harmonized their rules and brought them up
03:10to the qualitative standard of the labor codes, and the rest of the states are also ready
03:17now with the draft rules.
03:18We have clarified some doubts one or two states had, and we are very hopeful that by the end
03:24of this fiscal year, we would have the draft rules of all the states and UTs in consonance
03:30with the labor codes.
03:31Government of India's draft rules were already ready, and we have been reviewing those as well.
03:36At a time when top leaders are saying 90-hour workweek, 70-hour workweek, are trying to
03:41impose in a way on their employees, is it fair and healthy also necessary for the workforce
03:48to reach that kind of target as a country?
03:51But of course, there is also that divisiveness between 10-hour and 12-hour workweek.
03:56What is the Ministry's take?
03:59We are a tripartite ministry, and we work closely with the labor unions and with the industry.
04:06There are well-defined norms for the number of hours of work in a week, as well as for
04:12the number of hours of overtime in a quarter.
04:14There are international conventions on that.
04:17There is a legal position in the state and in the country, and that is what is to be
04:22followed for a more productive labor force.
04:30One of the themes here at CIS Conclave was the future of India's employment.
04:38Which are the key sectors and the trends that we are looking at going forward for the Western Bharat?
04:44You see, in the context of a growing labor force participation rate in the country, and
04:52a declining unemployment rate, also in the context of our demographic dividend, and more
04:58than 64 crore people.
