00:11more clarity without any ambiguity in the selection process of the VCs.
00:16Sir, because now it will not be required for the faculty to do the UG and PG in the particular
00:23subjects, so teachers have also pointed out that this will lead to the dilution in the
00:28quality of faculty by doing away with the specialization in the core disciplines. How
00:33do you see this statement, sir?
00:35See, in NEP 2020, we are promoting multidisciplinary education and research. So when the students
00:43are taught multidisciplinary education, the faculty members also should be exposed to
00:51multidisciplinary academics and also research. And that's the reason why we are saying that
00:57when the faculty members are appointed, you look at the discipline in which they have
01:01done their PhD or look at the discipline in which they have cleared the UGC net and then
01:07you can appoint them in their respective departments without really looking at the disciplines
01:14in their UG and PG programs. And this is also a global trend. In fact, in many IITs also,
01:21we don't really ask the candidates to have studied in the same discipline from UG to PG to PhD.
01:30So it's a global practice.
01:32Sir, one more point is there in the Vice-Chancellor's appointment that the Vice-Chancellor should
01:37not need to be an academician. He can be an expert from another area, from corporate or something.
01:42Right.
01:43This point has also been raised by teachers saying that to increase corporate involvement
01:49in the universities, this has been done and this will lead to the commercialization. How do you see this?
01:56See, we have to understand that a university is a complex system and the person who heads
02:02the university should have a strategic vision, should have the ability to manage the finances,
02:09should establish an efficient governing system. So in the 2018 regulations, there were two
02:17categories of people who were eligible. For example, a professor with 10 years of experience
02:23or a person with 10 years of experience at a senior level in a research organization
02:29or in an academic administration organization. We are now adding a third category in 2025 regulations
02:36and that category is a person with 10 years of experience at a senior level from industry
02:43or from public policy organizations or people with public administration experience.
02:50So the idea behind this is to broaden the talent pool because people who have worked in these organizations
03:00also run very complex systems and they also deal with financial management and innovation
03:08and meeting the regulatory standards and so on. So therefore, we believe that by expanding
03:15the pool of talents, we should be able to attract the best persons to head the universities in our country
03:23and ultimately, we need to make our universities globally competitive and we need to introduce research
03:31and academic programs to our universities which meet our national requirements.
03:38So we believe that by expanding this pool, it is going to be good for our higher education system.
03:44So my last question would be about when are we expecting the rules to be released and notified, sir?
03:50The 2025 draft regulations are put up on UGC website for public consultations and we request all the stakeholders,
03:59universities, teachers and other stakeholders to send us the feedback.
04:04The last date for sending the feedback is 5th February and once we receive this feedback,
04:10we analyze that suggestions and feedback and incorporate all the pragmatic and useful suggestions
04:18and then we will put in the commission for the final approval. After the commission approves it,
04:24we will announce it as a gazette notification for implementation across the country.
04:29Sir, do you have any dates in mind for that?
04:32Typically, we take about 3 to 4 weeks to analyze the feedback and then put it in the commission.
04:40So we are hoping that by about March end or so, we should be able to announce these regulations.
