00:00In the midst of various challenges, the Department of Public Works and Highways continues to carry out its programs.
00:08Let's start with the 2024 accomplishments of the agency with DPWH Secretary Manuel Bonoan.

00:25Secretary, as I mentioned, let's start with the milestones of DPWH in 2024.
00:33Well, let me just start.
00:36In 2024, I think the Department of Public Works and Highways carried out more than 21,000 projects.
00:4721,000 projects that is worth more than Php 900 billion.
00:52I think about 70% of these have been already accomplished.
00:59There are a lot of projects like road construction, flood control, local projects, and so forth and so on.
01:09In 2024, we have two years to implement this.
01:23So until 2025, we will be able to finish all of these.
01:27I said that it will start in 2024, this 2025.
01:32So this is the big program that the Department is carrying out,
01:38including local and foreign-assisted projects, the big projects that we are talking about.
01:44Now, in 2024, there are a lot of significant projects that we have finished.
01:51These are included in the flagship program of this administration.
01:58Like the Panapag-Simora project that was started by the first administration.
02:08Why did we finish this?
02:10Because many of the projects that we finished in 2024, admittedly,
02:16were started by the new administration,
02:19but they were stymied with the construction when there was a pandemic in 2019, 2020, 2021, and 2022.
02:33So we continued all of these because all of these were delayed.
02:37Like the Panapag-Simora Bridge, this is in the Samar Pacific Coastal Area.
02:45This is where people have been waiting for a long time to connect because this is what we call insurgency areas at the time.
02:54So it is now accessible.
02:56We also finished the integrated risk reduction flood control management in low-lying areas, in Pampanga.
03:09In Pampanga, this is what is always flooded.
03:11There is Masantol, Makabebe, Santo Tomas.
03:14We also finished Phase 1 of that.
03:17I think this will also help in reducing the flooding in that area.
03:25We also finished that.
03:27Then here in Pampanga, there is also Phase 2 of that.
03:31This will continue next year.
03:34We also finished the flood control in Cagayan de Oro.
03:40This flood control in Cagayan de Oro was finished in 2024.
03:47This is the flood control that was done because of the Typhoon Sendong that killed 1,400 people.
03:56This was actually a very important project that was done, but it was finished.
04:03The people in Misamis Oriental and Cagayan de Oro were very, very happy to see that it is already a completed project
04:12and already protecting the areas that were flooded before.
04:17That is what is important, Sir Weng.
04:20Not only to see the project itself, the tangible, but also to feel the impact or effect of it on the majority,
04:30especially in the areas that are flooded.
04:33That's true.
04:34Sir, in Build Better More, how many of those are you saying that you just continued,
04:39that it is already a project of the previous administration?
04:42In the past three years, Sir, many have been inaugurated.
04:47How many of those were just continued?
04:49And how many were ground-breaking that somehow, how many percent were already done?
04:55This is what we did.
04:57This is what I am saying that was finished in 2024, or mostly this was the beginning.
05:03But as I said, it was a failure.
05:05Like one of the most significant projects that was finished in 2024 is the Pangil Bay Bridge.
05:11Yes.
05:12This is the three-kilometer bridge that connects Los Angeles Occidental and Lanao del Norte.
05:21And this has also been a very important bridge connection between these two areas.
05:28They have been planning this project for a long time.
05:32And they were very, very happy actually.
05:34This bridge is now becoming a tourist spot in that area.
05:40It is a big help, Sir, because of the crossing of these bridges.
05:42It is a big help because when before, you would have to go around for more than two hours.
05:49Or barge.
05:50Or barge.
05:51But now it is only seven minutes to cross that bridge.
05:55So, it is a big help for them.

06:43Sir, you mentioned the Pangil Bay Bridge.
06:45There is also the Bataan-Kavite Interlink Bridge and the Panay-Gimaras Negros Island Bridge Project.

06:56Yes.
06:57These are the two main game-changing projects.
07:04Out of the, I think, 11 big projects that we will start in 2025, this will be the biggest.
07:16Now, Bataan-Kavite Interlink Bridge is a 32-kilometer bridge that will cut across Manila Bay.
07:24We will start the construction within the first semester of this year.
07:30We have already bid for it.
07:35The construction will start within the first semester of this year.
07:39At the same time, we will bid for other sections so that this will be a sequential implementation.
07:48Once this project is completed, this is what we are saying.
07:52We are proud to say that the Bataan-Kavite Interlink Bridge will be the second-longest bay bridge in the world.
08:01So, this is game-changing.
08:03Sir, how long will the trip be?
08:06For now, it will take 4 hours from Manila going to the other side.
08:11It will take you only about 40 minutes.
08:1440 minutes? So, it will take less than an hour, sir?
08:16It will take less than an hour from Manila going to the other side.
08:20From Manila, but to cross the bridge, it is actually 32 kilometers.
08:25So, it will be less than 40 minutes.
08:28These are our game-changing projects.
08:31And this project will definitely improve the traffic congestion problems in Metro Manila.
08:39Because there, the cargo vehicles and things like this will be shipped.
08:45That's what's good about it. It's not a single-purpose project.
08:48The idea is that the bridge will cut travel time, but it will also have a corollary effect in the surrounding areas.

08:58Aside from the economic impact that it will be brought by this bridge, the bridge can…
09:03The Panay-Gimaras-Negros project is the same.
09:08Yes.
09:09Also, this is going to be a game-changing bridge project.
09:12And I think we are now in the process of preparing this bridge.
09:17We hope that we can possibly start even the Ilo-Ilo to Gimaras.
09:24Ilo to Gimaras, right?
09:26Yes. I think the entire length of this bridge is about 37 kilometers.
09:33But there is a road connection in Gimaras.
09:37But this is also a game-changing project.
09:40They have been planning this for a long time, in Region 6.
09:45Region 6, and then the NIR, Negros…
09:50Island.
09:51Island. It's now a region.
09:54So when is the target to finish this, in Gimaras and Mataan Cavite?
09:59Mataan Cavite, we will try our best to significantly complete within the term of the President because we have only three years.
10:07And this is going to be a big project in time.
10:11What we can be sure of is that we will see the pylons where you are going to connect to the cable-stayed sections.
10:19It's the same in Gimaras and Negros.
10:23These are the big projects.
10:26You also mentioned the other bridges.
10:30We are also doing the expressway from Calamba to Sukata along the Laguna Lake shore.
10:40We will start this year.
10:43This is financed by the Asian Development Bank and the Korean Exim Bank.
10:48By the way, Mataan Cavite is financed by the Asian Development Bank and Gimaras is financed by the Korean Exim Bank.
10:58All of these are official development assistance so we are assured of the financing program of these bridges.
11:03We will also do the Davao to Samal.
11:09This is ongoing.
11:13In a couple of years, we might be able to finish this.
11:19We will also start to construct, I think, by this year, another fort bridge in Cebu.
11:26This is from Mandawi to Mactan.
11:31All these things will grow.
11:35We also mentioned what we will start in 2024.
11:40The President wants us to improve the riding quality of EDSA.
11:46We will rehabilitate the entire EDSA starting 2025.
11:53Because now, when you go to EDSA, sometimes it's hard to text the driver.
12:03So I think it's about time that we need to rehabilitate EDSA once and for all.
12:09Sir, from Metro Manila, Luzon, Visayas, we will go to Mindanao.
12:14How are the DPWH projects there for the construction of Marawi?
12:20Yes.
12:21The role of the DPWH in Marawi is the road.
12:29The main roads in Marawi City.
12:34But we are also helping in the rehabilitation of the buildings that were damaged.
12:39So this is still ongoing.
12:41And I think we have gained grounds in implementing all the road projects there.
12:48In Marawi, including the roads going to the other sides.
12:53Like Llano del Norte or Llano del Sur.
12:59It's still ongoing.
13:00I think in a couple of years, it should be finished.
13:04I think, admittedly, we had some problems before.
13:08Because, as you know, Marawi was actually a military camp.
13:15And there has been some problems with the titulo.
13:23But I think it has been arranged.
13:26So it's still ongoing in Marawi.
13:28In the projects mentioned by Sec. Manny Nguyen,
13:33not only Metro Manila and Luzon,
13:36we have already discussed in Visayas, and now in Mindanao.
13:40So the whole Philippines.
13:42Yes.
13:43In Mindanao, I failed to mention, actually, in Davao,
13:46there is a big project that we are implementing in Davao City.
13:50This is actually the Davao City Bypass.
13:53This is financed by the Japanese government.
13:56Bypassing, because there is a lot of traffic inside Davao.
14:00So they are already doing the Davao City Bypass.
14:04That will involve the construction of the longest tunnel so far.
14:09Two kilometers of tunneling.
14:12Twin-tube. Twin-tube tunnel.
14:15But here in Japan, I think we are now in the process of preparing
14:20the Dalton Pass project here in Megagayan Valley.
14:26That will also involve the construction of several bridges
14:30and a four-kilometer tunneling project.
14:34So all these are in the process of preparation.
14:38So in all of that, sir, what are the steps that DPWH has taken
14:41to ensure the quality of the road projects and the real ones that have been completed?
14:46This is what our President is concerned about.
14:49Because of the climate change phenomenon that we are facing,
14:54we have to make sure that the infrastructure projects that we are going to do
14:58are weather-resilient.
15:01And really durable.
15:04We have to use improved technologies in infrastructure construction
15:13so that we can withstand the climate change phenomenon
15:18that is visiting the country all over the world.
15:22That is what the President wants.
15:25Sec. Manning, we mentioned the projects that were completed in 2024.
15:30We have already started the projects that will be laid out in 2025.
15:35Yesterday, in the full cabinet meeting, the President mentioned
15:40that we need to find a way to reduce or cut the budget,
15:45especially in the maintenance of roads, the routine maintenance of bridges,
15:52and for the feasibility studies or the preliminary engineering funds.
16:00So what are the details about this and how can we reduce the funds?
16:10This is what the President is concerned about.
16:14I think he is worried about all this.
16:17Because this is the support to operations.
16:21And we need these funds to implement all these projects.
16:26So what the President is concerned about in the cabinet meeting
16:31is that we have to make sure that we can return all these funds.
16:35This is what we discussed with the Department of Budget and Management.
16:39Because the Department of Budget and Management will be preparing guidelines
16:43on how the funds will be recovered over the years.
16:49But just like what we experienced in 2024,
16:54I think DBM was actually very supportive.
16:59And even if not all the funds were recovered,
17:03I think we were substantially complete with the projects they recovered
17:08for our operational support.
17:10Sir, in the opening of this year, what are the projects that are expected to be completed in 2025?
17:16And when will these be completed? Just an estimate.
17:19Well, in terms of the flagship projects,
17:25as I said, I think there are several bridges that we are hoping that we can complete.
17:30I think there is one bridge in Sulu.
17:35There are three bridges that are being constructed now in Sulu.
17:39One of them will be completed.
17:43There is also a bridge in Sambuanga-Cebugay.
17:47This is the big bridge that will interconnect the main island of Sambuanga Peninsula
17:53to the island of Ulotanga.
17:55This is also a game-changing bridge.
18:01And I think partly we should be able to complete the rehabilitation of EDSA.
18:07So those are the big projects.
18:11And there are many projects that we will start actually in 2024,
18:15like what I said earlier, that we will start.
18:19By the way, by 2025,
18:25we might be able to complete the Central Luzon Expressway project.
18:33This is the project from Tarlac going to Cabanatuan.
18:38This is, I think, about 30 or 40 kilometers.
18:42An expressway along that corridor.
18:45So that it will not turn from Tarlac going to Nevesiha.
18:52This is the expressway.
18:54It will also be completed by this year.
18:57In 2024, the next typhoon hit our country,
19:02and we were also part of a PCOOC debriefing in Camp Aguinaldo.
19:07You always talk about flood control projects and the master plan for flood control.
19:15What is the status of this and what are we expecting this year?
19:19Well, this is the President's order.
19:27We have to address our flood control projects.
19:31It should be also resilient and it will be implemented holistically.
19:39We know that the engineering solution is just one of the components
19:45to address the flood mitigation problems because of the climate change phenomenon.
19:53We are still continuing to address our river basins program.
20:00This will be the integrated approach of flood management.
20:06Like here in Metro Manila, we will be continuing with the Pasig-Marikina flood control program.
20:12For 2025, I think,
20:19what we are doing in the department,
20:24we are accompanying about 37 pumping stations.
20:28The original pumping stations.
20:30These pumping stations have been there a long time ago
20:33and we need to increase their carrying capacity and pumping capacity.
20:40So out of the 37, 15 have already been completed,
20:46and the rest will be completed within the year
20:49so that we can continue to address the flooding problems in Metro Manila.
20:57At the same time, as the President said,
21:00we have to approach it somehow, not just the engineering solutions.
21:09Here in Metro Manila, we are planning, as the President said,
21:15maybe you should look if we can build infrastructure facilities
21:22that will impound projects in the watershed.
21:26So the watershed of Metro Manila is the Sierra Madre Mountains.
21:30Maybe we will install three dams there in the Sierra Madre Mountains
21:39so that the floodwaters will be impounded temporarily there
21:45in those dams that do not continue to flow in Metro Manila.
21:50So that is what we are doing.
21:52But at any rate, this is what we are saying,
21:55that it has to be done holistically.
21:57Environmental issues like garbage should be improved.
22:05So I think that is what we need to address.

23:13that we will do all the infrastructure projects
23:17so that we can help to pursue the 8-point socioeconomic agenda of the President
23:27for the economic development of our country.
23:31And what we can assure, actually,
23:34is that the Department of Public Works and Highways
23:37will be undertaking all these projects in the most professional,
23:41most transparent way
23:43so that we can see all the changes in the infrastructure sector in our country.
