00:00Three robbers stole a tugboat from Pangasinan.
00:07Let's see how the robbers were seen in John Consulta's investigation.
00:16Not long ago, the NBI-NCR officers spotted their target tugboat at Pier 4 in Navotas.
00:22The authorities were able to get close and their boat was attached to the ship's deck.
00:27Suddenly, a man jumped from above.
00:30The two of you, come here.
00:34Three men were arrested by the NBI for theft of a tugboat.
00:39According to the NBI, on December 17 of last year,
00:42some men forcibly left the tugboat while it was in Suwal, Pangasinan.
00:47It was completely stolen.
00:49On January 3, the NBI obtained information that the tugboat stolen in Navotas was stolen.
00:54That's why the operatives rushed to the scene.
00:57The operatives sighted that the MSL Prosper was at the fish port of Navotas.
01:07So, immediately, they conducted an operation
01:13which resulted to the recovery of the missing tugboat and the arrest of these three persons.
01:20It's surprising. Why did the emergency salvage permit issue suddenly?
01:25It's supposed to be not abandoned.
01:28At the same time, they said that it's not seaworthy.
01:32But when we recovered it, we were still able to move it to a neutral position here in Navotas fish port.
01:41So, the tugboat was running.
01:43One of the arrested persons witnessed the accusation.
01:46It means that we stole it.
01:49Maybe not.
01:51Because before you leave there, you need to clear the Coast Guard.
01:58You need to clear the PPA.
02:02You said, chop-chop-in.
02:04This is a possibility.
02:06There is a wide range of possibility.
02:09And the Director is willing to conduct a post-operation investigation.
02:16For GMA Integrity News, John Consulta, 24 Hours.
02:21The Committee of the Camera approved the report of several officials of the National Grid Corporation of the Philippines to the Communist Party of China.
02:29They are also urging for a retroactive refund of the NGCP's payment to the consumers of electricity.
02:36Tina Panganiban-Perez is on the scene.
02:39Yes.
02:43The House Committee on Ways and Means approved the two Chinese officials of the National Grid Corporation of the Philippines or NGCP
02:51to report to the Communist Party of China.
02:55I'm just saying that they reported to the CCP.
02:58About what's happening in the industry?
03:00It's here.
03:01About their management of NGCP?
03:03Yes.
03:04That's what they're reporting?
03:05Yeah.
03:06That's suspicious, sir.
03:08They're not supposed to be doing that.
03:11The committee recommended that the NGCP chairperson be called a Chinese national.
03:18The committee also emphasized the ownership and management of the NGCP.
03:23According to the Constitution, up to 40% should own land in any public utility.
03:31But the committee said that aside from 40% of the NGCP, which is owned by the State Grid Corporation of China,
03:38there are other percentages that hold the land.
03:42The Synergy Grid and Development Philippines, which owns 60% of the NGCP,
03:48has more than 7% foreign ownership.
03:52We also question the legality of their stature
03:59because they violate the law of the PSA,
04:04the Constitution,
04:06and the 60-40 ruling on public utilities.
04:10The NGCP also reviews the tax paid by the NGCP.
04:14As of now, the NGCP only pays franchise tax,
04:19unlike other public utilities that also pay corporate income tax, VAT, and others.
04:26Is that enough to revoke the franchise?
04:29I think there needs to be a reorganization to reestablish the Philippine ownership of the NGCP,
04:37and the Philippine management.
04:39We request that the NGCP give us time to submit a response to address the concerns of the committee.
04:46The committee also pushes for a retroactive refund of the National Grid Corporation of the Philippines to consumers,
04:54including the disallowed expenses of the NGCP and the 3% franchise tax of the NGCP
05:01allowed by the Energy Regulatory Commission to be paid to consumers in 2011.
05:08In 2018, the commission reversed the decision,
05:12but the refund was only decided in 2023.
05:16What the committee wants is not only the 204 billion pesos that the NGCP earned
05:23from 2016 to 2020 to be paid to consumers,
05:27but also a retroactive refund of the franchise tax paid to consumers since 2011.
05:35That's almost 3 billion.
05:38So, franchise tax to ordinary consumers.
05:44Sir, but it looks like the BRC is not amenable because they said that their resolution is for 2023 onwards.
05:50We suspended the passing on of charges moving forward, so from August 2023.
05:57What is the rule of the city if you can consider that it should be retroactive?
06:02We will resume our discussions on that, Mr. Chair.
06:06The Energy Regulatory Commission clarified that if there is one, it will not be a refund,
06:11but a rebate to the electricity bill of the consumer
06:15based on the computation of the current consumption of electricity.
06:19For GMA Integrated News, Tina Panganiban Perez, Nakatutok, 24 Hours.
06:27The Senate discussed the so-called right-sizing or reorganization of government agencies
06:34in the hope of saving.
06:37As for those who will look at it, the mandates and work of some agencies and personnel.
06:43Ma'am Gonzalez, Nakatutok.
06:48Instead of downsizing or shrinking the government,
06:51right-sizing is the term used by the Senate in the proposed law
06:55given by the President for the power to create or form agencies or transfer employees.
07:02But it does not mean that it will be a rebate, according to Senate President Chis Escudero.
07:07What is the expected savings that we plan to achieve through this bill?
07:13I hope that this is not only fashionable, Mr. Chairman,
07:18because in the U.S., they created the Department of Government Efficiency.
07:23Around P3 billion worth of savings will be generated, Mr. Chairman.
07:29P3 billion? Out of P6.3 trillion budget?
07:33It depends on the tier, on the number of employees or the program that will be right-sized.
07:41For example, if 7% will be right-sized, the net savings will be approximately P8.7 billion.
07:49It's an incomplete figure because you have to pay separation.
07:53You have to pay first before you can earn.
07:57According to the Senators, many agencies seem to have left the mandate or redundant.
08:02An example, Senator Vines, NIA.
08:06Almost all of the work of the NIA is done by a privatized entity,
08:12when it was privatized by the government.
08:14Until now, all the employees are still there, doing nothing.
08:17With all due respect to the OMB, because the work of the OMB is catching CD.
08:23But we know that no one is using CD anymore.
08:27It's all YouTube now.
08:29All of these departments received P300 million, P400 million.
08:33And during the budget deliberation, Mr. Chairman,
08:37I see that they will really force them to do any project to say that they need us.
08:44It is part of the study that the committee will do
08:49so that it will be able to recommend the proper or necessary steps
08:54that includes to review the mandates of these different agencies.
08:58Mr. Escudero asked why the teachers and other teaching-related positions are not included in the right-sizing.
09:04The principals, for example, have a high salary but they don't teach.
09:09It's good for the student to teach the ratio in the paper.
09:14But in the classroom, it's ugly because they don't teach.
09:18All principals hold teaching positions.
09:21About 90% of principals don't actually teach anymore.
09:25Because they are doing a lot, they need to do a lot.
09:28They are the boss of the teachers, they don't want to teach anymore,
09:31which is unfair to say the least for teachers who are actually performing that function.
09:35According to the Department of Education, they are fixing it now.
09:39Mr. Escudero added, the situation is the same for the military and other uniformed personnel.
09:44That's why we are increasing the salary of the teachers, police and soldiers
09:47because they are protecting the country and raising the barricades at Camp Aguinaldo.
09:52The soldiers are working, not the security guard and driver.
09:55The police are working, not the security guard or secretary in any office.
10:04According to the Department of National Defense,
10:06the Armed Forces of the Philippines should not be included in the so-called right-sizing.
10:11Based on the Executive Order 292 of the Secretary of National Defense
10:15to determine the size and structure of the Armed Forces of the Philippines.
10:19Based on the existing security conditions of the state, which is very dynamic.
10:25Men in uniformed personnel, sir.
10:27This deals with the national security of the country.
10:30Therefore, there are separate arrangements or standards.
10:34The group of government employees is pushing for the right-sizing
10:38because the lowest position will be hit first.
10:41Contractuals and contract of service, sir.
10:43They are always the first to be removed even if there is a right-sizing or not.
10:47If we are really saving, why are our salaries always decreasing?
10:53And why is the rank and file not high?
10:57You have a point there.
11:00We are forced to oppose this bill to protect the rank and file employees.
11:05For the GMA Integrated News, Mav Gonzales, 24 Hours.
11:10The Presidential Anti-Organized Crime Commission reached out to the families of POGO workers who were deported.
11:18Aside from the livelihood program, their children's livelihood is also being taken care of.
11:24IAN CRUZ REPORTING
11:30More than 20 POGO Moms have reached out to the former POGO Hub in Pasay
11:35to receive assistance from the Presidential Anti-Organized Crime Commission
11:39for their children's livelihood from the former POGO Hub workers who were deported by the Philippines
11:46following the POGO ban.
11:48Because the expenses are increasing, they asked for help from DSWD and TESDA.
11:53We have already coordinated with DSWD
11:56and TESDA to enroll their children in a livelihood program
12:01so that they will have a chance to raise their children.
12:05All of the children and babies do not yet have documentation.
12:09That is why the POGO Hub is coordinating with the PSA to arrange this.
12:13So that they will have a birth certificate.
12:15And of course, if the child needs to be hospitalized, maybe we can help with that.
12:19There is a Vietnamese who gave birth to a Chinese child who was deported.
12:24The child is coming out as if he is stateless.
12:27He has no nationality.
12:31That is one coordination that we want to know from the DFA
12:37as to how we will arrange the documentation of this child
12:42because the father and mother are both foreigners.
12:45Even though the POGO ban is effective until January 1,
12:48According to the DILG's report,
12:50the POGO is suspected to be involved in a small operation in different places.
12:54Some of the LGU police said that they are call centers.
12:58More than 100.
13:00It can be 100 or more than 100.
13:03Because these are just small ones.
13:05Although we are not yet sure that some have already been established.
13:11So with the help of the DILG,
13:13PAOK is letting the red flags know to those who are planning to establish a POGO operation in their area.
13:19PAOK is also preparing to inform them.
13:23It's almost there.
13:24Actually, in a few days or weeks, maybe we will have results.
13:29For GMA Integrated News, Ian Cruz reporting for 24 Hours.
13:35Malacanang is in charge of the presence of the so-called monster ship of the China Coast Guard
13:40in the exclusive economic zone of the Philippines.
13:42The investigation of the underwater drone found in the area is likely to last up to 8 weeks.
13:49Chino Gaston has the latest.
13:55Since its sighting near Paho de Masunloc or Panatagchol last Saturday,
13:59the PCG's BRP Cabra spotted the Chinese Coast Guard 5901 or the so-called monster ship.
14:06Yesterday, it was at 80 nautical miles from Lubang Island in Occidental, Mundoro.
14:12We are reminding you that you are within 76 nautical miles.
14:15Several times, PCG radio-challenged the monster ship but it did not leave the EEZ.
14:21Malacanang is now in charge of the reverse deployment of the monster ship in the exclusive economic zone of the Philippines.
14:28We have been challenging the presence of that monster ship.
14:33The Coast Guard, our Coast Guard, has always been very alert in following up the presence of that monster ship.
14:44Pasulpot-sulpot.
