00:00The Senate discussed the so-called right-sizing or the reorganization of government agencies in the hope of saving,
00:10as well as the mandates and work of their agencies and personnel.
00:16Ma'am Gonzalez was right.
00:22Instead of downsizing or shrinking the government,
00:25right-sizing is the term used by the Senate in the proposed law that gave the President the power to create or form agencies or transfer employees.
00:35But this does not mean that it will collapse, according to Senate President Cheese Escudero.
00:40What is the expected savings that we plan to achieve through this bill?
00:46I hope that this is not only fashionable, Mr. Chairman,
00:51because, as you know, in the U.S., they created the Department of Government Efficiency.
00:56Around Php 3 billion worth of savings will be generated, Mr. Chairman.
01:02Php 3 billion? Out of Php 6.3 trillion budget?
01:06It depends on the tier, on the number of employees or the program that will be right-sized.
01:14If, for example, at 7% will be right-sized, the net savings will be approximately Php 8.7 billion.
01:22It's an incomplete figure because you have to pay separation.
01:26You will have to pay money first before you can earn it.
01:30Senators are angry that many agencies seem to have left the mandate or redundant.
01:36An example, Senator Ruvin, is NIA.
01:39Almost all of the work of NIA is done by a privatized entity, which was privatized by the government.
01:47Until now, all the employees are still there, doing nothing.
01:50With all due respect to the OMB, because the work of the OMB is catching CD.
01:56But we know that no one is using CD anymore.
02:00It's all YouTube now.
02:02All of these departments receive Php 300 million, Php 400 million.
02:06And during the budget deliberation, Mr. Chairman,
02:10I see that they will really force them to do any project to say that you need us.
02:17It is part of the study that the committee will do so that it will be able to recommend
02:25the proper or necessary steps that includes to review the mandates of these different agencies.
02:31Mr. Escudero asked why the teachers and other teaching-related positions are not included in the right-sizing.
02:38The principals, for example, have a high salary but they don't teach.
02:43The student-to-teacher ratio in the paper is good.
02:48But in the classroom, it's ugly because they don't really teach.
02:52All principals hold teaching positions.
02:55About 90% of principals don't actually teach anymore.
02:59Because they have a lot of work to do, a lot of things to do.
03:02They are the boss of the teachers and they don't want to teach anymore,
03:04which is unfair to say the least for teachers who are actually performing that function.
03:08According to the Department of Education, they are fixing this now.
03:12Mr. Escudero added that the situation is the same for military and other uniformed personnel.
03:17We are increasing the salary of teachers, police and soldiers because they are protecting the country
03:22and the barricades at Camp Aguinaldo Gate are being raised.
03:26The soldiers are working, not the security guard and driver.
03:29The police are working, not the secretary in any office.
03:38According to the Department of National Defense,
03:40the Armed Forces of the Philippines should not be included in the so-called right-sizing.
03:45Based on the Executive Order 292 of the Secretary of National Defense
03:49to determine the size and structure of the Armed Forces of the Philippines.
03:53Based on the existing security conditions of the state, which is very dynamic.
03:58Men in uniformed personnel, sir.
04:00This deals with the national security of the country.
04:04Therefore, there are separate arrangements or standards.
04:07The group of government employees is pushing for right-sizing
04:11because the lowest position will be hit first.
04:14The contractuals and contract of service,
04:16they are always the first to be removed even if there is right-sizing or not.
04:21We are really saving money.
04:22Our income is always decreasing.
04:26And why rank and file, not higher?
04:30Do you have a point there?
04:32No.
04:33We are forced to oppose this bill to protect the rank and file employees.
