00:00The Commission on Audit approved in their 2023 audit report
00:04more than Php 89 billion that was not collected
00:08from delinquent employers
00:10that did not remit the SSS contribution of their employees.
00:14That's what I witnessed.
00:19In the 2023 audit report of the Commission on Audit
00:22on the Social Security System,
00:24the inefficiency in collecting the SSS contribution
00:28from delinquent employers.
00:30As of December 31, 2023,
00:33more than Php 89 billion
00:35that was not collected from delinquent employers
00:37that did not remit the SSS contribution of their employees
00:40amounted to more than Php 400,000.
00:42Less than 5% of the total amount
00:44of Php 94 billion was collected
00:47in spite of the installment payment scheme
00:49introduced by the SSS
00:51where less than 1% of the total amount was available.
00:54Almost 71,000 employers were not inactive
00:57under temporary suspension
00:59or closed or dormant accounts.
01:02It's possible that it's an indication of leniency
01:04or being generous with the collection.
01:06Because of this,
01:07the SSS was able to borrow funds
01:09for various benefits.
01:11We are still trying to get the SSS.
01:14But in the COA report,
01:16the SSS said that they are doing their best
01:19to remit the companies.
01:21But they were denied cases
01:22against delinquent employers
01:24that were detained in court for a long time.
01:27In the middle of this,
01:28the 15% contribution rate hike of the SSS
01:31continued since January.
01:32The employer will pay 10%,
01:35while the employee will pay 5%.
01:36For example,
01:37for a minimum wage worker
01:39who receives Php 645 per day,
01:42the SSS will pay Php 700 per month
01:46while the employer will pay Php 1,410.
01:49Leilani admitted that
01:50it's hard for her to pay the contribution
01:53that she is paying to the SSS.
01:55If you have a high salary bracket,
01:58you won't feel it.
02:00But if you are just a minimum wage worker,
02:04it's hard because of the high expenses.
02:09But she is doing her best to pay.
02:11Based on her experience
02:12with the monthly death benefit,
02:14following her husband's death in 2020,
02:17the benefit is a big help
02:19for their son's studies.
02:21Leilani is hoping
02:23to raise her monthly dues
02:26with her own contribution
02:27so that she can get a bigger benefit
02:29when the time comes.
02:30You can't have personal insurances
02:34that at least you are secured, right?
