00:00The composition of the National Security Council was changed by President Ferdinand R. Marcos, Jr.
00:06His goal is to make the NSC more responsible in placing policemen for the more stable security of the country.

00:21The Palace of Malacanang issued an executive order to reorganize the National Security Council.
00:27Under Executive Order No. 81 signed by Executive Secretary Lucas Bersamin on December 30,
00:33President Ferdinand R. Marcos, Jr. will serve as chairperson of the council,
00:37along with Senate President, House Speaker, and Senate President Pro Tempore.
00:41The three Deputy Speakers will also serve as members,
00:44led by House Speaker Martin Romualdez, Majority and Minority Floor Leader of the House and Senate,
00:50chairperson of several important committees of the Senate and House,
00:53Executive Secretary, National Security Advisor, members of the Foreign Affairs Department,
00:58Justice Department, National Defense, Interior and Local Government, and Labor and Employment,
01:03along with the Chief Presidential Legal Counsel, members of the Presidential Communications Office,
01:08head of the Presidential Legislative License Office, and several government officials and private individuals who may be the President,
01:16Director General of the National Intelligence Coordinating Agency,
01:19Chief of Staff of the Armed Forces of the Philippines,
01:21and Director of the National Bureau of Investigation,
01:23should assist the NSC, where they will need to provide guidance and assistance in the deliberation.
01:30The Governor of the Central Bank of the Philippines will also be invited to assist the NSC.
01:35There will also be a change in the composition of the NSC Executive Committee,
01:40where it is formed by the President as chairperson,
01:43Executive Secretary, Senate President, House Speaker,
01:48National Security Advisor, members of the Foreign Affairs Department,
01:52Justice Department, National Defense, Interior and Local Government,
01:55and other members and advisors appointed by the President.
01:58In a statement, Executive Secretary Lucas Bersamin said,
02:02that for now, there is no guidance in the responsibilities of being a member of the NSC, the second president.
02:09However, the President still has the power to add members or advisors of the NSC under the so-called Executive Order.
02:16According to National Security Advisor Eduardo Año,
02:19several former presidents have also instructed to change the composition of the NSC
02:24to meet the needs of the President and the changing times.
02:28The purpose of the reorganization is to ease the escalation of risks related to national security
02:34so that the President's actions and decisions on this are based on the correct and compact information
02:40and it is also based on the needs for timely and coordinated actions
02:46to address the current and rising risks of national security.
