00:27Asek, we would like to ask for an update on Phase 1 of the National Fiber Backbone Project of the government.
00:35Where is it now?
00:37Well, we have completed Phase 1 of our National Fiber Backbone.
00:41It is 1,285, 45 kilometers of infrastructure stretching from Loag, Ilocos Norte,
00:51down here in our office in Roses.
00:54So this year, we are hoping to complete Phase 2 and 3 because it has been procured for implementation next year.

01:08For our countrymen, what is the main objective of this National Fiber Backbone Project for an ordinary citizen?
01:18How will you explain this to them?
01:22What is this?
01:24Well, the National Fiber Backbone, as we mentioned earlier,
01:28this is like our spine, our backbone.
01:31This is where the submarine cables of different countries will connect to give us a spectrum.
01:37So our plan in the government, in DICT, under the leadership of Secretary Ivan Uy,
01:42is to complete our connectivity from the farthest north to the last province in the South Pole.
01:50This is where the government's middle and last miles will connect
01:53so that we can distribute, especially in our National Fiber Backbone,
02:00we can distribute services to our local governments, national government units,
02:06and so that we can provide connectivity to what we call geographically isolated and disadvantaged areas.
02:13So that, as our beloved President said, no one will be left behind in the digital divide.
02:18So this is what he is saying, digital Philippines, what he wants to happen to our country.
02:25How many phases does the National Fiber Backbone Project have?
02:30Did you say that Phase 1 is over? Or is it almost over?
02:32And where is the phase now?
02:35That's right. Our National Fiber Backbone Plan has six phases.
02:39It is part of the broader broadband of the public that our government plans.
02:47We have six phases. Phase 1 is already complete, Ma'am Nina.
02:50Phase 2 and 3 will be procured and implemented by March or April of this year.
02:58Phase 4 and 5, with the help of the World Bank,
03:01we received a $288 million loan from our friends at the World Bank
03:07to complete Phase 4 and 5.
03:09And finally, Phase 6, to tie up all our connectivity,
03:15to complete the regions of Region 1, 3, 4B, and especially BARM.
03:23Okay. So you really prioritized Luzon, then Visayas, and then Mindanao.
03:28Yes.
03:30Because this is the main area. Is that so?
03:33Why did you prioritize those closer to Quezon City?
03:37Well, that's one, Ma'am Nina.
03:38But what's more important to understand is the cables that will give us the spectrum
03:43that, for example, the metafiber from Los Angeles landed here in Aurora, Quezon.
03:50So we connected it through our Luzon Bypass infrastructure
03:57so that the spectrum that we will be using in our government will enter there.

04:04And if the phases of this project are completed,
04:09what will be the impact of this?
04:12Not only on our countrymen, but also on our government.
04:16Faster, more secure, more reliable internet connectivity for our government
04:23so that we can deliver our basic services to our residents.
04:28When it comes to our geographically isolated areas,
04:31they will have access to the front-line services of government.
04:35Especially in the education sector.
04:38Because our SUCs are part of what we call the GovNet.
04:43We provide free internet to SUCs, LGUs, and the national government
04:48so that we can provide our services to our residents.
04:52That's really important. You need connectivity, especially if you're a student.
04:58That's right, Ma'am Nina.
04:59Because what we're doing here, for example, in our E-Gov,
05:05we're integrating, we're speeding up the government's services towards digitalization.
05:11If the residents don't have access, if they don't have connectivity,
05:14they won't be able to reach the services of the government.
05:17Does this include free Wi-Fi, let's say, in the SUCs?
05:21That's right, Ma'am Nina. Free Wi-Fi in the SUCs so that our students can use it.
05:25When it comes to their e-learning,
05:27the town halls are also included so that they can use the internet,
05:32our fellow citizens.
05:34But we're restricting it so that it's not an entertainment.
05:37Because later, instead of working in the LGU,
05:40they'll be watching Bagong Pilipinas.
05:43That's fine, because it's 12 months.
05:45Yes, that's right.
05:46So it's restricted, even in the SUCs.
05:49Yes, there are restrictions.
05:50So it's not really free.
05:53What we're really focusing on is the education and services of our government.
06:00How will our local businesses benefit from this project?
06:05And what sector do you expect will benefit more from this,
06:09aside from the ones we've already mentioned?
06:11Local businesses, because of the digitalization,
06:15it's easier to process their government requirements.
06:20When it comes to tourism, they'll be able to promote it
06:23because better, reliable connectivity equates to more tourism opportunities,
06:29especially when it comes to inviting our investors.
06:32Because they'll see that there are two things we need to focus on when it comes to investors.
06:37Connectivity and power.
06:38At least one, we need to focus on our connectivity.
06:41And the sector that we're really targeting that will benefit our students,
06:49and our citizens who live in places that don't have internet access.
06:54So that's what we really want to achieve and give free internet.
06:58Okay, so the question of everyone is,
07:00will this have an impact on the price and quality of the internet?
07:06After this, will it become more expensive or cheaper?
07:10This is what we expect.
07:11This is the aspiration of DICT.
07:14Since the government is procuring less for our local internet providers,
07:22since DICT has already answered the free internet of the government,
07:26there will be more spectrum, more bandwidth,
07:28that our internet providers will be able to provide
07:34for our private citizens who are available to them.
07:37So we expect that the connectivity will be better,
07:43the quality of the internet will be better.
07:46And we expect that because of the National Fiber Backbone,
07:49they won't need a lot of capital outlay
07:52in connecting to different parts of our country.
07:56The price of our internet will be lower.
08:00I hope that will come true,
08:03for our internet providers.
08:06Because of this, you have already helped,
08:08you have already provided the backbone.
08:12So the internet should be cheaper in the coming years?
08:16It should be.
08:18That is what we expect.
08:20And hopefully, the private sector,
08:22to be fair to them,
08:24because of the Private Sector Advisory Council,
08:26they are coordinating with our government
08:29on how to improve the quality of our internet.
08:34And they are proposing a couple of measures
08:36to lower their prices.

08:41I would like to ask for an update.
08:43There are still a lot of scams happening.
08:45Especially this Christmas,
08:47there are scams and hacks.
08:49So how can this problem not end?
08:52What do you see now?
08:54What do you expect to be the biggest problem
08:57when it comes to hacking and scamming?
09:00When it comes to scamming,
09:02the biggest problem is ignorance.
09:04The ignorance of using the internet,
09:08of clicking on things.
09:10So the drive of DICT,
09:12with the help of programs and platforms like yours,
09:16is to look at our information drive
09:18and our educational campaign
09:20on the proper use of the internet
09:22so that we won't get scammed.

09:34on what technology is.
