00:00Live from the GMA Network Center, 20 years in the making, 24 Hours.
00:11Good evening Luzon, Visayas and Mindanao.
00:15President Bongbong Marcos has already signed the more than P6 trillion national fund in 2025.
00:23It is lower than the first approved in the BICAM after he vetoed the nearly P200 billion worth of projects.
00:32The controversial fund of ACAP or Ayuda for Kaposangkita remained in the national budget.
00:38But the conditions were tightened for this.
00:41Ivan Mairena was on the spot.
00:45The signed 2025 General Appropriations Act will increase the budget for the next year.
00:51P6.326 trillion.
00:54It is lower than P26 billion in the approved budget of the Bicameral Committee of the Senate and the House of Representatives.
00:59The President did not approve the P26 billion worth of projects under the DPWH, added by the Congress in their version.
01:09Now it is P168 billion that is part of the unprogrammed appropriations.
01:12After an exhaustive and thorough review, we have directly vetoed over P194 billion worth of the line items that are not consistent with our program priorities.
01:25These include allocations for certain programs and projects of the Department of Public Works and Highways and those under the unprogrammed appropriations which increased by 300 percent.
01:36Under the approval of the DPWH, it is now clear that the allocation of funds for the education sector is the largest according to Palacio.
01:46This is one of the reasons why the budget of the Bicam was approved.
01:50This is contrary to the Constitution which states that the budget for education should be the largest.
01:56According to the 6.326 trillion budget, 1.055 trillion or 16.69 percent is for education.
02:05This includes the funds of CHED, TESDA, State Universities and Colleges and will be part of the funds for the high wages of teachers and the construction of classrooms.
02:14There is an increase of more than P10 billion for the computerization program of the DepEd.
02:18And it will not be returned. But according to the DBM, this is one of the priorities of the funding under the unprogrammed appropriations.
02:26Under the budget, we have certain funds that we can augment our budget.
02:34For example, the unprogrammed appropriations, as long as we have additional revenue from the DOF, we can actually augment or increase the budget of DepEd, specifically for computerization.
02:481.007 trillion or 15.93 percent is the final budget for DPWH.
02:54The projects that have been vetoed are actually some of the projects that we consider that are not totally supportive to the 8-point socioeconomic agenda of the government, of this administration.
03:10And besides, I think many of these projects are projects that need to be scrutinized and ready for implementation.
03:23These are some of the projects that are not ready for implementation.
03:26Meanwhile, aside from DepEd and DPWH, more than 4 percent is allocated to the Department of National Defense, Interior of Local Government, and Health.
03:35More than 3 percent is allocated to the Department of Agriculture and Department of Social Welfare and Development.
03:40More than 1 percent is allocated to the Department of Transportation and Judiciary.
03:44Less than 1 percent is allocated to the Department of Justice, Labor and Employment, and 42 percent is allocated to other departments.
03:50This did not happen, but the conditions for the issuance of a fund for the controversial fund of ACAP or aid for the end of income of DSWD, DOLE, and NEDA, which was allocated 26 billion pesos, were tightened.
04:04I am saying this because the aid should not go to the congresses and their pork barrel can only be used.
04:10We are compelled to subject the implementation of the Ayuda sa Kapus ng Kita Program or ACAP to the convergence efforts of the DSWD, DOLE, and NEDA.
04:23This way, we ensure that its implementation will be strategic, leading to the long-term improvement of the lives of qualified beneficiaries while guarding against misuse and duplication and fragmented benefits.
04:40Aside from ACAP, there are 11 other projects that will be tightened.
04:45The Zero Subsidy for PhilHealth, which was also one of the projects that was budgeted by the BICAM, has not been returned and remains zero.
04:52But there is nothing to worry about because PhilHealth's service will not only continue, but will expand in spite of the government's Zero Subsidy.
05:00The corporate operating budget of PhilHealth is sufficient.
05:04So they have reserved funds of roughly 280 billion.
05:07We in the Department of Finance, next year, will focus on PhilHealth.
05:12We will make sure that we spend that budget better.
05:17Maybe we should concentrate on the top 10 illnesses.
05:20I don't think you have to increase 9,000 case rates.
05:23The budget of the Office of the President includes 5.2 billion pesos.
05:27But this is only for the start of preparations for the hosting of the ASEAN Summit of the Philippines in 2026.
05:34For GMA Integrated News, Ivan Mejrina reporting for 24 Hours.
05:39Some groups protested their questioning of the President's 2025 General Appropriations Act,
05:49as well as the retention of funds for the controversial ACAP program.
05:54And MAV Gonzales is reporting.
05:56Even though it's raining, some groups rallied in Mendiola to condemn the 2025 General Appropriations Act.
06:05The police ordered the Mendiola Police Arch while the groups were programming on the streets.
06:11According to Makabayan Block, it seems that the President just made a live veto
06:16because some people were angry with the reduction of funds for education.
06:19That's what he's thinking. Let's move this here, let's add this here so that people won't be angry.
06:26If you just make a few line items, he needs to pass it.
06:30ACT Teacher's Party List Representative Franz Castro also questioned the ACAP program,
06:34which has been in the budget for two years.
06:37Who will really go to this ACAP?
06:41The services should be increased in exchange for the workers' assistance.
06:50According to Palacio, there are ways to monitor the use of funds.
07:11If you have a bad faith, that's when you come now, your religion or the people you agree with.
07:17Gabriela Party List Representative Arlene Brosas also questioned the large fund for military infrastructure,
07:24which is not the primary need of the people.
07:27The two lawmakers have not yet seen their vetoes of the President,
07:32but there are things that need to be answered to ensure that the 2025 National Budget is constitutional.
07:37According to Senate President Cheese Escudero,
07:40even if it takes a long time, it's important to sign the 2025 Act before the year ends so that there won't be a re-enacted budget.
07:49Now that the budget has passed, the government's programs should be implemented immediately.
07:54Senate Finance Committee Chair Senator Grace Poe added,
07:57safeguard against misuse and duplication of benefits, the conditional implementation of the ACAP program.
08:03Low-income earners will still receive assistance under the clearer guidelines of the ACAP.
08:09The economic team and the PhilHealth Board also assured that their surplus and reserve funds are sufficient
08:15to cover indirect contributors and to improve their benefit packages.
08:20This is in line with the view of the Congress,
08:23that PhilHealth should first spend their standby funds before asking for additional subsidies.
08:28Senate Minority Leader Coco Pimentel was pleased that the President reduced the overall importance of the 2025 National Budget,
08:37but he hoped that the unprogrammed appropriations would be reduced and returned to the level first requested by the President.
08:44The Palace has confidence in the budget signed by the President,
08:48but admitted that the obstacles here cannot be stopped.
08:51We are confident, but we cannot prevent.
08:54If there will be challenges that will be mounted by any quarter,
09:00who might still find this present budget as approved, worthy of the challenge.
09:06For GMA Integrated News, Mav Gonzalez, Katutok, 24 Horas.
09:12Passengers are waiting for us at PITX,
09:16where many will be returning to the province for the new year.
09:20In Naiyah, aside from the long line,
09:23the OFWs and vacationers are saddened that they will have to leave the country again.
09:28The situation in the terminals, piers, and ports is live,
09:32brought to you by Daniel T. Coco, TANOG.
09:33TANOG.
09:38And there are a lot of MLCs,
09:41for the holidays to reach their destinations for the new year celebration.
09:47Most of them, to be with their families,
09:50while others, to return to reality.
09:56One day before the New Year's Eve,
09:59a long line will enter Paliparan.
10:01There will also be a discussion at the check-in counter.
10:04But for those of us who were able to talk,
10:06the situation is better now.
10:08Zenny will be on vacation in New Zealand with her 3 children and 5 children.
10:13We will catch up with the new year.
10:15My family is there.
10:17Actually, it should be around 4 o'clock.
10:20We can still be there at 5 o'clock,
10:22but we were told not to hassle.
10:24But if there are people who will be leaving to be with their families,
10:28there are some who will not be joining the celebration.
10:31Julianne is already a member of the United Kingdom.
10:33It's only now that it's Christmas again,
10:35with her mother, Chedora, after 16 years.
10:39But since Julianne's children have already entered,
10:42they need to return to the UK.
10:44I'm happy.
10:46I really miss them.
10:48We'll try to come back.
10:50Not 16 years.
10:55At the OOFW lounge of OOA and DMW,
10:58which is just near the one-stop shop of the Bureau of Immigration,
11:01there are also many OOFWs who are leaving in a bittersweet way.
11:05Even though Christmas was a happy time,
11:07they need to go back to work.
11:09Of course, it's sad, but I'm also happy because it's Christmas here.
11:13That's why I have to work, you know, for the family.
11:16That's how OOFW life is.
11:18I'm happy because I'm with my father who is sick.
11:26It's sad because I'm not with my son
11:29because he's on duty at the hospital.
11:32We saw each other for two days and two nights.
11:36If there are a lot of passengers at Terminal 3,
11:39it's more spacious at Terminal 1.
11:41That's different from the Paranaque Integrated Terminal Exchange, or PTEX,
11:46which is a blockbuster for a lot of passengers today.
11:49There are no more seats for those who are waiting for their trips back to the province.
11:54But there's no problem.
11:55For those of us who talked to them,
11:57the loved ones will be with them this new year.
12:01At the beginning of the year,
12:03so that at the end of the year, all the families will be together.
12:08It's our tradition.
12:10This is the first time that we will be together.
12:14We haven't been together for a long time.
12:18There are also more passengers at Port of Sambuanga.
12:21Even the vehicles of the policemen
12:24were used to help the passengers to get to their vehicles.
12:29According to the government,
12:31since December 23,
12:33the situation at Terminal Building has been like this
12:36because there are a lot of people going home.
12:43At the moment,
12:45here at our position at Naia Terminal 3,
12:47the situation is still the same.
12:51It's difficult.
12:53There's still a lot of traffic going in,
12:55especially here in the pre-departure area.
12:57The line is full,
12:59but if you have a lot of luggage and a car,
13:01it will take a while before you can get here.
13:03That's why the advice of most of our passengers
13:07is to come here early to avoid a beriat.
13:10Emil?
13:12Thank you very much.
13:14The year is almost over.
13:16But the rainy season
13:18seems to be not yet over in some parts of the country.
13:21Metro Manila also rained earlier
13:24while there were unexpected floods in some provinces.
13:27The question of many is,
13:29will this continue until the new year?
13:33Let's find out in the coverage of Jonathan Andata.
13:38Some police and volunteers helped
13:41to clean up the landslide in Tinglayan, Calinga.
13:43Motorists are able to pass through now,
13:46but monitoring is still ongoing.
13:48There was also a landslide in Santa Prasedes, Cagayan.
13:51According to their MDRRMO,
13:53the land may have softened due to the rains.
13:56Kapatan-Pinakanawan Overflow Bridge
13:59in Tuguegarao City was also closed.
14:01After being submerged in the flood,
14:03the rainy season still continued.
14:05Meanwhile, Marilaki Road in Infanta Quezon
14:08was also not passed through
14:10because of the landslide.
14:11Clearing operations were also carried out there.
14:14Last night, heavy rains fell in Bonggao, Tawi-Tawi.
14:19It also rained earlier in Manila.
14:21But the President's Christmas gift to Luneta
14:24was worth more than 2,000 pesos
14:27of cash and raffle prices for appliances.
14:32Merry Christmas and Happy New Year to all of you.
14:35After the President left, the rain stopped.
14:38But most of the people who visited Luneta
14:39were wearing umbrellas and jackets.
14:42It's a good thing that the rain stopped.
14:44That's why we were able to go around here.
14:49For us from Baguio, this is normal.
14:52It's congested in Baguio.
14:54There's no traffic here.
14:56According to Pag-Asa,
14:58the cold weather now is a sign of bad omen in Luzon
15:00that it's possible that it will get worse in the next few days.
15:02Will it also rain during the new year in Metro Manila?
15:06The weather is clear,
15:07but we hope that there will be a possibility
15:10of localized thunderstorms in the afternoon and evening.
15:14In other parts of the country,
15:16it is expected that it will rain in the first half of 2025
15:20due to the effects of the shear line and ITCZ.
15:23Because it's continuously raining in Hanila,
15:27there's a high possibility of flash floods
15:30and landslides.
15:32For now, Baguio hasn't yet monitored Pag-Asa
15:35inside and outside the Philippine Area of Responsibility.
15:39For GMA Integrated News,
15:41Jonathan Andal, Nakatutok, 24 Hours.
15:44Because a microphone was stolen from the videocamera
15:48that was taken home to the witness,
15:50the defense of the suspect,
15:52in my exclusive learning,
15:54is just a happy song.
15:57There was a middle-aged woman
16:00who was holding a wheel
16:02when the videocamera came out of Pasig.
16:03But a man didn't show mercy
16:06and immediately hit her in the face.
16:10The suspect immediately ran away.
16:13No one was able to do anything
16:15while the victim was still alive for a few seconds.
16:18She fell to the ground
16:20and was later rescued by the ambulance.
16:23A few days after the crime.
16:30The suspect was arrested in Manila.
16:33It started with a simple fight
16:35until it reached the homicide case.
16:38According to the investigation,
16:40at first, the crime was just a drunken fight.
16:42But when the suspect spoke,
16:44the issue became clear.
16:47The microphone was stolen.
16:49They wanted me to listen to their song.
16:51When I didn't give them the mic,
16:54that's when it happened.
16:56They hit me.
16:58They told me not to do it again.
17:00According to the suspect,
17:01he was not only rained on by the police,
17:03he was also hit in the face by many people.
17:06They hit me and stabbed me.
17:08Were you injured?
17:10Yes, I was injured.
17:12Of course, I have a lot of enemies.
17:14I feel ashamed.
17:16But now, the suspect blames himself for what he did.
17:18I'm asking for a dispensary.
17:20I'm sorry for what I did.
17:22That's why Pasig Police
17:24took this opportunity
17:26to serve as a lesson to the public.
17:28Let's be responsible
17:29for the new year.
17:31Let's drink properly
17:33and in the right place.
17:35Let's avoid fighting.
17:38For GMA Integrated News,
17:40Emil Sumangil,
17:42for 24 Hours.
17:4421 firecracker-related injuries
17:47were recorded one day
17:49before New Year's Eve.
17:51In a barangay in Quezon City,
17:53firecrackers and pellet guns
17:55were fired on some minors.
17:57Marisol Abdurrahman
17:59exclusively reported on this.
18:07Some people from Old Balara Barangay
18:09ran around earlier.
18:11They chased some kids
18:13who were playing with pellet guns.
18:15They also saw firecrackers.
18:17The kids didn't reach them
18:19but they got the pellet gun and firecrackers.
18:21Yesterday, they also confiscated
18:23firecrackers and pellet guns.
18:25So, the kids discarded
18:27all kinds of firecrackers.
18:29Some are made of tube,
18:31like this one.
18:33Most of them
18:35are made of cans.
18:37And there are also
18:39made of plastic.
18:41But all of these
18:43are very dangerous.
18:45Why is that, XO?
18:47Because of this, ma'am.
18:49If it's made of plastic,
18:51if there's a lot of alcohol
18:53or gasoline,
18:55it will explode.
18:57There are a lot of firecrackers
18:59that they confiscate.
19:01In fact, most of the firecrackers
19:03that they confiscate today
19:05are firecrackers,
19:07unlike last year
19:09when only pellet guns
19:11were used by the kids.
19:13We were also surprised
19:15that almost 1,000%
19:17of the firecrackers
19:19that we confiscated
19:21were firecrackers.
19:23Yes, last year.
19:24Last year,
19:26we were able to confiscate firecrackers
19:28before the new year.
19:30This year,
19:32even before Christmas,
19:34on the first week of December,
19:36we were able to get a lot of firecrackers.
19:38Earlier, the barangay
19:40reminded the parents
19:42to be more careful
19:44with the firecrackers.
19:46It's okay because
19:48it's a good thing
19:50because after Christmas
19:52and the new year,
19:54they can still sell pellet guns.
19:56Pellet guns are really prohibited.
19:58We've been telling them that for a long time.
20:00The barangay will continue
20:02to operate
20:04to avoid disgrace
20:06in celebrating the new year.
20:08For GMA Integrated News,
