06:07Aside from that, the P168 billion of Unprogrammed Appropriations was also removed
06:12so that the total P194 billion was spent on the budget of the Bicameral Committee.
06:17According to the President, the government must be prudent and careful
06:21in passing the budget and ensure that every cent is used for the development programs
06:26laid out by his administration for the year 2025.
06:29It is not an option to have a re-enacted budget,
06:32so even if it's just two nights before 2025 and even if it's a holiday today,
06:37it is considered unlawful.
06:39According to the 2025 General Appropriations Act,
06:43number one in the Pondo's list is the education sector.

07:43As for the issue of assistance for the Kaposang Kita or ACA program,
07:47it was not a veto but a conditional implementation by the President.
07:51This means that the release of the Pondo for this is more strict.
07:55Guidelines will be issued by the Labor Department, Social Welfare Department and the NEDA
