05:44Connie, the proposed budget is P6.326 trillion,

05:50lower than P6.352 trillion approved by the Bicameral Committee of the Congress.

05:56The P26 billion from projects under the Department of Public Works and Highways

06:02was used as direct veto by the President,

06:04or in other words, the President removed it from the budget.

06:07Aside from that, the P168 billion of Unprogrammed Appropriations was also removed

06:12so that the total P194 billion was spent on the budget of the Bicameral Committee.

06:17According to the President, the government must be prudent and careful

06:21in passing the budget and ensure that every cent is used for the development programs

06:26laid out by his administration for the year 2025.

06:29It is not an option to have a re-enacted budget,

06:32so even if it's just two nights before 2025 and even if it's a holiday today,

06:37it is considered unlawful.

06:39According to the 2025 General Appropriations Act,

06:43number one in the Pondo's list is the education sector.

06:47Let's give Connie that this is a sector and not just DepEd.

06:51It also includes CHED, TESDA, state universities and colleges,

06:56and projects for infrastructure such as school buildings and additional wages for teachers.

07:02However, a lot of it was lost because the DPWH's Pondo became higher

07:07in the last version of the Bicameral Committee,

07:09which is based on the Constitution, on the highest budget in the education sector.

07:15The final number is Php1,055,000,000 for education and Php1,000,000,007,000 for DPWH.

07:24In regards to the zero subsidy of PhilHealth,

07:27it remains zero in the signed budget

07:29because the President no longer has the power to realign or add for this.

07:33But the government assured that there will be no changes in services and costs,

07:37and that it will expand.

07:39According to Finance Secretary Ralph Recto, the PhilHealth Pondo is sufficient.

07:43As for the issue of assistance for the Kaposang Kita or ACA program,

07:47it was not a veto but a conditional implementation by the President.

07:51This means that the release of the Pondo for this is more strict.

07:55Guidelines will be issued by the Labor Department, Social Welfare Department and the NEDA

08:00to ensure that the assistance will not be doubled

08:03and that only those deserving will receive this

08:06and that it will not be used as an instrument for the so-called political patronage

08:11or pork barrel of congressmen.

08:13Connie, the Palace believes that the approved version of the budget is in accordance with the law,

08:19but they will not stop anyone if there is a question here in the Supreme Court.
