00:00Let's update on the national budget for the next year.

00:04That's a detail on the on-the-spot of Ivan Mayrina.

00:07Ivan?

00:12Connie, the budget proposed in the law is 6.326 trillion pesos,

00:18which is lower than the 6.352 trillion pesos approved by the bicameral committee of the Congress.

00:24The 26 billion pesos from the projects under the Department of Public Works and Highways

00:29was used as a direct veto by the President, or in other words, the President removed it from the budget.

00:35Aside from that, the 168 billion pesos of unprogrammed appropriations

00:40for the total of 194 billion pesos was removed from the budget of the bicameral committee.

00:45According to the President, the government must be prudent and careful in passing the budget

00:50and ensure that every cent is used for the development programs

00:54laid out by his administration for the year 2025.

00:58A reenacted budget is not an option.

01:00That's why even if it's just two nights before 2025 and even if it's a holiday,

01:05the legislation will be repealed.

01:07According to the Pinalda version of the 2025 General Appropriations Act,

01:11the education sector is the number one priority of the PONDO.

01:15Let's give Connie that this is a sector and not just the DepEd.

01:19It also includes CHED, TESDA, state universities and colleges,

01:24as well as projects for infrastructure such as school buildings and additional wages for teachers.

01:30However, many are ahead because the DPWH's PONDO became higher

01:34in the Pinasang version of the bicameral committee

01:37in which the law is based on the highest budget in the education sector.

01:42The Pinalda number is 1,055,000,000 for education and 1,000,007,000,000 for DPWH.

01:52As for the zero subsidy of PhilHealth,

01:54it remains zero in the signed budget

01:56because the President no longer has the power to realign or add to it.

02:01But the government assured that there will be no changes in the services and costs,

02:05so it will be expanded.

02:07According to Finance Secretary Ralph Recto, the PhilHealth PONDO is sufficient.

02:11As for the assistance in the Kaposangkita or ACA program,

02:14it is not a veto but a conditional implementation by the President.

02:19This means that the release of the PONDO is more strict.

02:23Guidelines will be issued by the Labor Department, Social Welfare Department and NEDA

02:28to ensure that the assistance will not be doubled

02:31and only those deserving will receive it

02:34and it will not be used as an instrument for the so-called political patronage or pork barrel of congressmen.

02:41Connie, the Palacio believes that the Pinalda version of the budget is in accordance with the law,

02:47but they will not stop anyone if there is a congestion here in the Supreme Court.
