14:17marocains. Parlons tout d'abord
14:19des principales recommandations
14:21qui ont été adoptées
14:23lors de cette deuxième
14:25édition.
14:27Les premières
14:29recommandations ont concerné
14:31la mise en œuvre de tout
14:33le processus des mécanismes
14:35de déconcentration
14:37et surtout
14:39de ce qui a été
14:41décidé déjà
14:43en matière de
14:45qui donne
14:47au gouvernement,
14:49bien entendu à tous les gouvernements locaux,
14:51à savoir les autorités
14:53territoriales locales, la capacité
14:55de pouvoir

16:51unifiée ?

18:55acteurs des collectivités
18:57territoriales ont décidé
18:59de rendre tangible
19:01la déconcentration
19:03tant annoncée depuis un moment,
19:05la déconcentration, pour que
19:07les acteurs
19:09des territoires
19:11deviennent véritablement les acteurs de demain.
19:13Et je pense que
19:15tout est dans ce sens.

19:27La régionalisation avancée du Maroc

19:31un capital humain qualifié.

19:35employés répartis sur
19:37douze régions, les administrations
19:39régionales sont sous-dotées
19:41pour gérer leurs missions.
19:43Cela s'ajoute à un manque
19:45de compétences spécialisées,
19:47ce déficit s'accentue
19:49dans les zones rurales.
19:51Qu'en pensez-vous, M. Dressel-Saouli ?
19:53Quand on parle de déconcentration,
19:55on parle justement de ressources humaines.
19:57Et il fallait absolument
19:59souligner cet aspect, parce
20:01qu'on ne peut pas parler de
20:03gouvernance locale
20:05sans donner les ressources
20:07qu'il faut
20:11à ces institutions.
20:13Et il fallait faire ça.
20:15Et ça, ce n'est pas un travail qui a été
20:17commencé à partir de ces assises.
20:19Ça a été fait à gagner
20:21au niveau des premières assises.
20:23Et aujourd'hui, je pense que ce qui a été souligné,
20:25c'est que
20:27les collectivités territoriales
20:29vont prendre en charge
20:31le développement
20:33de leurs compétences.
20:35Je pense que les compétences
20:37dont on a parlé,
20:39c'est les secrétaires généraux
20:41des collectivités territoriales,
20:43c'est les cadres qui seront
20:45chargés de la mise en œuvre
20:47et de l'application de tous
20:49les projets qui sont
20:51affectés ici et là.
20:53Et c'est le fait qu'on va dire
20:55est-ce que ces collectivités
20:57territoriales disposent
20:59d'un moyen capable
21:01de réaliser
21:03concrètement
21:05tout ce qui a été fait comme action
21:07au niveau territorial.

21:13au niveau de Tangier,
21:15c'est véritablement
21:17le pouvoir qui a été donné aux
21:19collectivités territoriales de se projeter
21:21dans le temps et l'espace.
21:23Et le fait qu'il y ait
21:25la présidente des associations
21:27des collectivités territoriales
21:29qui a eu les conclusions
21:31et les différents
21:33ministres des différents départements
21:35ont donné de l'importance
21:39à ces conclusions.
21:41Les discussions
21:43ont également abordé
21:45des recommandations pour améliorer
21:47la gouvernance financière
21:49et l'autonomie des régions.
21:51L'une des propositions consiste
21:53à adapter les taxes
21:55aux spécificités
21:57de chaque région.

22:25de jouer pleinement leur rôle.
22:27Et sur le plan financier,
22:29c'est important. On ne peut pas leur dire
22:31vous allez avoir accès
22:33à plus de ressources,
22:35vous allez par exemple avoir accès
22:37à plus de moyens,
22:39sans leur donner ces compétences.
22:41Et je pense que ce qui était intéressant
22:43au niveau des assises
22:45de Tangier, c'est que
22:47nous sommes véritablement
22:49en face d'une situation
22:51où tous les acteurs ont pu discuter
22:53de manière concrète
22:55de ce qu'ils vont faire.
22:57Parce que nous avions tous les responsables
22:59qui étaient là.
23:01Les Wallis, les gouverneurs,
23:03les ministres, etc.
23:05Et surtout les acteurs
23:07de la société civile étaient là.
23:09Les universitaires étaient là.
23:11Et la réflexion a été menée
23:13à bon escient pour faire en sorte
23:15que les
23:17acteurs
23:19du développement local
23:21ont pris en compte tout cela.
23:23Vous l'avez dit. Sur le plan financier,
23:25il faut leur donner les moyens.
23:27Sur le plan humain, il fallait
23:29aussi donner les moyens
23:31aux collectivités territoriales
23:33de pouvoir jouer leur rôle plein
