00:00Several vehicles were involved in the riot involving 20 youths in Sampaloc, Manila.
00:05Some of them were from Parao in Simbang Gabi.
00:09Let's hear from Jomar Apresto.
00:15You'd think that these youths were just playing in the area of Lacson Avenue in Sampaloc, Manila.
00:21But suddenly, a Molotov cocktail exploded on one of them,
00:25and on the other one as well.
00:27According to the barangay, 20 youths were arrested in the area of the riot.
00:33The riot gang war is our assessment of them.
00:36How many youths?
00:37Youths, minors, 8, 9, 10, 11, 12.
00:40Some of them were from Simbang Gabi.
00:42Several vehicles were hit by stones.
00:45Some parents of the youths asked for help from the barangay.
00:49However, this parent said that his son was already in jail,
00:54and that he will not pay for the damage done to the vehicle of our barangay.
01:01The senior citizen, Mr. Albert Dawang,
01:04often cleans the debris that is left whenever there is a riot in their area.
01:09How often does a riot happen?
01:11It happens every day, not just on Sundays.
01:14Sometimes, it happens at 1 p.m.
01:18Sometimes, it happens at 4 p.m.
01:22According to the barangay,
01:23there are police officers and their men who are watching the area,
01:26but the youths are in a hurry when there is no one to watch them.
01:30According to the Manila Police District,
01:32they immediately responded when the news of the incident was reported.
01:35The Manila Police District is in charge of our two stations.
01:39We have already placed our police officers there to watch.
01:43Some of the youths who were involved in the riot were turned over to the Manila Department of Social Welfare,
01:49while others were returned to their parents.
01:52According to the law, minors cannot file a complaint.
01:56Their parents are the ones who may be facing the issue.
02:00Under the Manila City Ordinance No. 8243 or the Anti-Child Endangerment Act,
02:05parents may be jailed for up to six months depending on the age of their children.
02:12There is a fine of Php 2,000 up to Php 5,000.
02:15Let's not wait for something bad to happen to your children.
02:20Or better yet, if it happens to you, we will punish you by imprisonment.
