00:00President Ferdinand R. Marcos Jr. insisted that he will try to implement the 2025 National Budget before the Christmas break.

00:19President Ferdinand R. Marcos Jr. insisted that it is time to approve the Philippine National Fund for 2025
00:28Before Christmas, the President assured that the 2025 National Budget will be passed by law.
00:35Just recently, the Philippine National Fund of more than Php 6 trillion was approved by the Bicameral Committee
00:43which will be used in the next year.
00:45President R. Marcos studied the funds of several government agencies.
00:51The President reiterated the budget issued by the Department of Education which is included in the Computerization Program.
00:59From Php 748 billion, the total budget of the DepEd was reduced to Php 737 billion.
01:07Part of the budget is included in the purchase of free gadgets, computer equipment, and digital training for teachers and students.
01:17The DepEd budget was the first to be reduced to almost Php 12 billion in the agency's fund.
01:22We're still looking into it. I think it is contrary to all our policy directions.
01:31When we talk about the STEM development of our educational sector and then to the continuing development
01:44because the lost Php 10 billion is the computerization item, so we're working on it to make sure that we will restore it.
01:57President Marcos defended the fund removed from the Philippine Health Insurance Corporation.
02:04The Bicam was classed as the Php 70 billion subsidy requested by PhilHealth.
02:10The agency's fund is still lacking Php 600 billion which should be used to provide a proper medical service to Filipinos.
02:21The Bicam's output is just the totals, so the details are not clear yet.
02:33So we are returning to those and all of those elements that are worrisome are something that we're trying to make sure that we're taking advantage of.
02:48PhilHealth has a Php 500 billion reserve and the cost to provide their services in one year is less than Php 100 billion.
03:02So their budget actually for expenditure is Php 260 billion, Php 100 plus billion.
03:10It has not been used for many years. In other words, the PhilHealth has sufficient budget to do all of the things that they want to do.
03:19The Department of Public Works and Highways will also study the fund carefully.
03:24The fund for infrastructure projects amounted to more than Php 1 trillion from Php 100 billion.
03:33Infrastructure is really important. And don't forget, flood control became such a big, big part of the work of the Department of Public Works.
03:46They have to build things that we never had to build before.
03:49We are just monitoring it, especially the ODA project. We are really monitoring it.
03:55It is to make sure that our debt ratios are still relatively manageable.
