00:57But if the United States start deploying such weapons, then any and all such voluntary restrictions
01:04will be lifted.
01:07And considering the situation, we have to take additional measures to ensure our safety
01:12and the safety of our allies.
01:15The Oreshnik intermediate-range strike complex has been a well-noted innovation.
01:23We have used it as a response to the Western long-range weapons being deployed in Ukraine.
01:33It was used in a non-nuclear form, and we must ensure this mass production of these
01:39complexes to protect ourselves and our allies.
01:43We are racking up their military expenses, they are deploying their strike groups near
01:49our borders.
01:52And now there are over 100,000 troops in Europe, and this is far more than the warranted amount.
02:04They are also growing their presence in the Asia-Pacific.
02:08The United States is creating new military and political alliances that undermine the
02:17established security architecture that had been created over decades.
02:22The share of state-of-the-art military equipment in nuclear forces is now 95 percent, and the
02:31basic principles governing the use of such weapons have been updated.
02:37As outlined in the updated state nuclear deterrence policy, and once again so that
02:45no one accuses us of nuclear saber-rattling, it is a deterrence policy.
02:52Our priorities include maintaining stability, strategic security, protecting territorial
03:00integrity and sovereignty of our country through the development of our strategic nuclear
03:09forces.
03:11And we will continue this work, creating new systems.
