00:00But for heaven's sake, don't kill the goose that lays the golden egg.
00:10That is a warning once delivered by Tengku Razali Hamzah,
00:14one of the oil and gas industry architects of Malaysia.
00:17In 1974, he was involved in the formation of the National Union of Winners,
00:23based on integrity and commitment to the distribution of wealth
00:27that is equal for all Malaysians.
00:30According to Tengku Razali,
00:31the first Prime Minister of Sarawak, Rahman Yaakob,
00:33played an important role in promoting the growth of Petronas.
00:37According to Rahman and the Prime Minister at the time,
00:40Abdul Razak Hussein acted with sincerity for the sake of the country's interests.
00:45And he was a man who wanted this body to be created.
00:49And he's taken into consideration all those laws that were enacted in the States.
00:54And Petronas was born after that.
00:57The restructuring of the country's oil resources
00:59facilitates the start of a new era.
01:02It allows the country to use the wealth of oil to build the future,
01:06to facilitate public facilities such as education, health and infrastructure.
01:12And we could really make use of the oil wealth
01:15for the building up of the country.
01:17Let it grow together and let people benefit.
01:21Tun Razak's noble thinking should go back to the people.
01:25And I agree with him.
01:27However, today, Sarawak's aspirations to control
01:30more oil and gas resources at its borders
01:33may threaten the legacy.
01:36In recent years, Sarawak has aggressively pushed Petronas
01:41to sign an agreement
01:42that will move the value of aggregators worth billions of ringgit
01:46to the state-owned Petroleum Sarawak Berhad or Petros.
01:50This role is important in the supply chain of oil and gas flows.
01:55Analysts say Petronas' profits,
01:57including annual income of up to RM20 billion
02:01from the gas export in Sarawak,
02:03may be affected if the Petros demand is met.
02:07Premier Abang Johari Opeh defended Sarawak's actions
02:10by claiming that it is the country's right according to the institution.
02:14He also stated that Sarawak is ready to bring this issue to court
02:18if it continues to be challenged.
02:20Sarawak condemned its actions to the colonial era order
02:23issued by Queen Elizabeth II in 1954
02:28which Sarawak considers to expand the country's borders.
02:31Sarawak also depends on the state's commitment
02:33such as the 1958 Oil and Gas Conversion Ordinance
02:37and the 2016 Gas Transmission Ordinance
02:39and has appointed Petros to control the oil and gas resources at its borders.
02:44However, experts deny the validity of the claim.
02:49They argue that the Petroleum Development Act 1974
02:53i.e. the Constitution that gives exclusive rights to Petronas
02:56to all petroleum resources on land and sea
03:00violates the Sarawak State Law.
03:02Article 75 of the Constitution states
03:05that if any state law is inconsistent with the Constitution,
03:10then the Constitution must violate the state law
03:14and the state law as far as it is inconsistent is not true.
03:19Prime Minister Anwar Ibrahim emphasized the importance of dialogue
03:22to resolve this difference.
03:25This is a federal system.
03:27We navigate, we negotiate, but we draw the line.
03:32Prime Minister Fadilah Yusof, a Sarawakian, believes
03:36that both parties can achieve a win-win solution.
03:40What we want to achieve is a win-win for both state and also federal.
03:46However, Sarawak's claim to fully control the oil and gas supply
03:50raises concerns about the impact on the role of Petronas and the country's economy.
03:55If Sarawak feels that they've been victimized,
03:58why not bring up the issues and talk to the central government
04:03or the Prime Minister who's in charge of Petronas
04:06and see where things have gone wrong.
04:08And I'm sure they can put it right.
04:12But for heaven's sake, don't kill the goose that lays the golden egg.
04:16Former Prime Minister Muhyiddin Yassin also gave a similar warning
04:20by saying that weakening Petronas could harm Sarawak itself.
04:25I think the people of Sarawak are also wise.
04:28Brother Joe, I have a friend, I know him.
04:30When he made a claim, he knew that there was a limit.
04:34It couldn't be said to kill the goose that lays the golden egg.
04:39Take everything until Petronas falls, loses.
04:42Because if Petronas loses, Sarawak also loses.
04:46Since being established, Petronas has contributed about 1.4 trillion ringgit
04:51in the form of dividends, interest and cash payments to state-owned enterprises
04:55used for the development and development of Malaysia's socio-economic.
04:59Industrial experts believe that Petros is a lack of scale, resources and expertise
05:04like Petronas to have the same impact on the Sarawak economy.
05:08Former Prime Minister Dr. Mahathir Mohamad believes
05:11that a compromise can be achieved as long as the state is maintained.
05:17They want autonomy in the production of petrol.
05:21That can be studied.
05:24The stakes are high.
05:25Weakening Petronas can affect Malaysia's efforts to invest in public services
05:30and public services throughout the country.
05:32To solve this problem, a sovereign leadership is needed.
05:36The Malaysian gold mine can only continue to benefit all people
05:40if current leaders show confidence, integrity, justice and harmony
05:46as shown 50 years ago.
05:49So I think we need to ensure that this process of negotiations
05:53through trust, understanding and respect continue.
