Natl Research Council of the Philippines turns 91

Science and Technology Secretary Renato Solidum and Cavite 8th District Rep. Aniela Tolentino lead the celebration of the 91st Anniversary of the National Research Council of the Philippines (NRCP) at the Philippine International Convention Center on Dec. 6, 2024. Tolentino, who read the message of Speaker Ferdinand Martin Romualdez, and NRCP Executive Director Bernardo Sepeda 3rd underscored the importance of research in the formulation of government policies and vowed to continue supporting the NRCP.

00:10The challenges before us, such as climate change, public health, and technological advancement, require nothing short of our creativity and collaboration.

00:35So, ladies and gentlemen, as we raise our glasses, can you raise your glasses?
00:43Let us toast to the spirit of collaboration that is at the core of our research endeavors,
00:50the visionaries among us who re-invigorate the youth of tomorrow in the world of science,
00:57and the continued growth and relevance of NRCP as we get closer to our centennial celebration.
01:06NRCP, I thought it was the National REACH Council of the Philippines, which was only focused at the national level.
01:15But I'm very glad it's also the National or Local REACH Council of the Philippines, as you go down to the communities that we have to serve.
01:26So, let us toast and drink to the future of NRCP.
01:33We have a lot of research programs.
01:36We have basic research, as mentioned earlier, the integrated basic research agenda.
01:42But we also have a program that has a big impact.
01:47This is the Research to Policy.
01:49Usually, in this Research to Policy, we have LGU officials, for example, who request us to do research for them,
01:59to craft ordinance, and for the Senate and Congress to amend bills or create a new law.
02:09So, they request us to do research.
02:12So, we are looking for experts and NRCP is funding that.
02:18One example of this is in Siargao, in Del Carmen.
02:23Mayor Coro wrote to us to study the biodiversity of Siargao.
02:29So, we found an expert.
02:31And then, our expert from UST came up with a study, finished it in one year.
02:36And after that, we presented it to the community.
02:40They studied the biodiversity and the mangrove forest.
02:44You know what the result was after that?
02:47Based on the study, they were able to find a lot of indigenous species, endemic species of mangrove and marine resources.
03:02And Mayor Coro, through the help of the scientists, applied it to Ramsar site.
03:09You know Ramsar site, right?
03:11International Wetland of International Significance.
03:14And just the other day, we received the good news that the Ramsar site officially recognized the mangrove forest in Del Carmen, Siargao as one of the, I think, 12 sites in the Philippines.
03:30And it is based on the research.
03:32Not only that, the output became knowledge products.
03:37So, we produced learning materials.
03:41And just, I think this morning, I received the good news from Mayor Coro that the DepEd Division of Siargao will now officially acknowledge it as a learning material that can be used in all the schools.
03:58And these are important milestones because the research will now be used by the children of our people down there.
04:13And they understood.
04:14Did you know that the former Siargao people who cut mangroves, they are now the protectors of the mangrove forest.
04:24If you go to Del Carmen, you will notice a big difference in the way the people considered mangrove.
04:32They are now protectors of mangrove.
04:36So, again, from research to policy and now to learning materials.
04:42Imagine the children, they will see the readings based on their own experiences.
04:51How exciting was that?
04:53It's beautiful, right?
04:54So, that's only one.
04:56Another one is the research on Ichagi Sabel.
05:01Congressman V wrote it to study ecotourism.
05:08So, our researchers made a mapping of ecotourism.
05:15And this is one of the things that I think will really help.
05:20We are a mining country.
05:22So, our expert from UPLB is here, Dr. Agangan and his team.
05:30We have what we call greening mined out areas.
05:33What is this greening mined out areas?
05:35The mined out areas are usually toxic, right?
05:40What they did was, how do we green it out?
05:42How do we rehabilitate it?
