00:00I'm here at Orion, Bataan, the home port of DATU Pagbwaya.
00:05One day after they experienced harassment from the China Coast Guard
00:10and after they were water-cannoned at Scarborough Shoal,
00:13I saw the damage caused by the ship.
00:17This is where it went straight to fix its damage.
00:20Here is my report.
00:24Following the attack of the China Coast Guard
00:26on the BRP DATU Pagbwaya of BIFAR near Bahaudimasinlok,
00:29the ship returned to Orion, Bataan.
00:31From a distance, it looked like the ship was intact.
00:34But up close, the UPSA railing on the starboard side
00:37or the right side of the ship was visible.
00:39One of the lifecrafts had a crack and it was damaged.
00:42The navigation light of the ship was deformed.
00:45The firehose box and air conditioning were damaged.
00:48Three CCTVs and the small water cannon of the ship were also damaged.
00:53In a clearer and more complete video from DATU Pagbwaya,
00:56you can see how the China Coast Guard targeted the exhaust system
01:00or the bow of the BIFAR ship.
01:02If it was hit by water,
01:03it's possible that its engine would have died.
01:05It's very dangerous now that it's in the middle of the sea.
01:09It's a good thing that it has protection.
01:11The next target was the water cannon of the tank of Crudo
01:14that was supplied by BIFAR to the Filipino fishermen.
01:17You can see the splash of water after it hit
01:19the three large tanks made of PVC.
01:22When it didn't break,
01:23this is where the giant ship was able to break through
01:26until the small BIFAR ship reached the shore and hit the shore.
01:34According to the crew of the ship,
01:36the BRP DATU Pagbwaya hit the shore by almost 40 degrees
01:39when they hit the shore.
01:41Even though the China Coast Guard continued its attack,
01:43they were not far from hitting the shore.
01:46According to BIFAR,
01:47the BRP DATU Pagbwaya was commissioned only two years ago.
01:50That's why it's sad that many of these were damaged.
01:53By next year, our floating assets will be added.
01:57In terms of quality,
01:58we are also ensuring the quality of the materials.
02:06According to the DFA,
02:07a diplomatic protest was held here in the Philippines
02:09against China.
02:11China also protested against BIFAR's ship in Escoda Shoal.
02:15The Chinese Embassy has no objection to the new diplomatic protest.
02:18But they were the first to say
02:19that their actions are legal and professional
02:23to protect their sovereignty.
02:25It's very clear.
02:26I mean, we were within our legal rights.
02:28Certainly, we don't understand why China, again,
02:31is repeating these actions which are clearly illegal.
02:34That's why we are working together
02:37with like-minded nations
02:39to break this lie.
02:42They have no basis in what they say.
02:45They are using violence
02:47because they are powerful.
02:49But we are also standing firm.
02:51When the BRP Dato Pagbuaya was docked,
02:53one of the Philippine ships that docked
02:55was a Chinese Navy ship with a bow number of 500.
02:59It reached a distance of 300 yards.
03:01It was the first time this happened in Baudimas-in-Loc
03:03according to the PCG.
03:04According to the National Task Force for the West Philippine Sea,
03:07it is possible for the Philippine Navy
03:09to deploy the Philippine warships
03:10to accompany the BIFAR and PCG resupply missions
03:14to the Philippine fishermen.
03:15China has taken this route of escalating.
03:20That's what I want to emphasize.
03:21They are being left out
03:23because the one blocking them
03:26is the PLAN Navy ship of the PRC.
03:30So in reaction to that,
03:31the Philippine government reserves the right
03:34to also deploy the Philippine Navy
03:37in this circumstance.
03:39Because we were not the first ones here.
03:43This is contrary to the position of the National Maritime Council
03:45which was the first to say
03:47that they don't want to get involved
03:48in the situation of the military of China
03:49against the military of the Philippines.
03:51Our president is very clear
03:52that all disputes and conflict situations
03:58will be done by peaceful means
04:01or diplomatic actions and mechanisms.
04:03Because if it's Navy to Navy,
04:05there will be escalation.
04:07We do not know what will happen next
04:10if ever there is a misunderstanding,
04:12misinformation.
04:14We don't want war.
04:15Who wants it?
04:16We don't want to think that we are fish.
04:18You are blaming us.
04:20That is not the position of the Philippine government.
04:24The Philippine Navy refused to comment.
04:27But in a statement,
04:28the Philippine Navy said
04:29that the AFP is aware of everything that is happening
04:32and assured that they are also present in the area.
