00:00At the end of the consolidation extension for the PUV modernization program, we will talk with the Department of Transportation's Road Transport and Infrastructure Undersecretary, Andy Ortega.
00:15Usec Andy, good afternoon to you.
00:18Miss Dina and ADG Jonathan, good afternoon to all of us.
00:27Usec Andy, what is the update on the consolidation extension of the PUV modernization program?
00:35How big is the number of consolidators for the extension given by the LTFRB?
00:43We will give the LTFRB a few days or weeks to finalize the total number of consolidators.
00:55We already know that we will give more than a month extension for the consolidators to join the cooperatives.
01:04I also talked to the DOTR, Secretary Bautista and to Senate President Escudero,
01:11to invite and accept those who are serious to join, which we did.
01:18There are reports that 10,000 were added to our 83 percent, but we have to confirm it.
01:28Let's wait for a while so we can have accurate information to our citizens.
01:33But definitely, it's a success.
01:36Usec, the concern of our countrymen is, will the 83 percent that we consolidated for the PUV modernization still remain?
01:50Because it is said that there are people who are backing the PUV modernization program.
01:55I asked DG to check the numbers released by the two groups to Chair Duarte last Saturday.
02:02He will come up with a more accurate number.
02:05But he said it is very impossibly exaggerated, the thousands of numbers given by the two groups.
02:15The truth is, when we reached the deadline of April 30,
02:20there were several who decided to withdraw because it was discussed by the two groups.
02:26But that was before and it was a number maybe in hundreds.
02:30But definitely, it did not happen, this new extension.
02:35It is heavy, that's why the planners did not continue.
02:40Because once you decide to withdraw from your consolidation and you will not be transferred,
02:47you will be considered as non-consolidated and you will not be allowed to travel.
02:54Usec, just a follow-up.
02:56What will happen to those who withdrew?
02:59What will be their future?
03:04Just to clarify, the consolidation is really a decision by the operators.
03:11It's not the driver who decides.
03:13It's the operators who will make the decision.
03:16Will I be included in the program of the government through consolidation?
03:19Sometimes, we think it's like a business decision.
03:24If it's true, it's the operators or the owners of the company.
03:31So they had several years to decide.
03:34From what we can see, especially from what was discussed with President Escudero,
03:40if it's true, serious, and they want to join, we could say they are already included in the program.
03:47As for those who did not join, I do believe it is really their personal, professional decision.
03:52They have no interest in joining because they might have other choices in their life,
03:57in terms of work or in terms of business.
04:01So let's respect their decision.
04:04But definitely, as per our question, because they did not consolidate,
04:08they cannot register as a public utility vehicle in LTFRB.
04:13They do not have a license.
04:15As for LTO, they cannot join because they do not have a license from LTFRB
04:22and they have ceased to stop their business decision.
04:27Okay. If the number of people who consolidated is reduced,
04:33Usec Andy, are you saying that the 8,000 people who consolidated are exaggerated?
04:41What are the next steps in the DOTR regarding this?
04:48I don't want to ask this, but there is a new extension that will be implemented?
04:55No. The extension that we gave to LATF, it's really an extension for those operators to join cooperatives.
05:06That's what we gave for 45 days.
05:09Because their consolidation before was to be able to form a cooperative.
05:15So it's more of accommodation that we did.
05:18Definitely, that will not be given.
05:20It's over.
05:21According to our report, no one outside wants to join because it's not right.
05:27Now, the concentration of the government of DOTR and LTFRB is the route rationalization,
05:34which is a very important aspect of our program.
05:37This is where we will know how many vehicles should be in each route.
05:42If there are many, reduce it.
05:44If there are few, increase it.
05:46How many routes should we do?
05:49Because there are routes that are needed.
05:51Because there are many people living there.
05:53Maybe there are schools, subdivisions and houses.
05:56So that's the focus of DOTR and LTFRB, to know the exact number that should be increased,
06:03so that the chance of too many or too few is reduced.
06:09That is the very important next step that we will do and we are already doing it.
06:14So, Eusek, these transport groups said that they want to have a dialogue again from DOTR.
06:24What is your goal here in Panawagan for another series of dialogues?
06:30Maybe it's very clear in their history and in their relations and what's happening.
06:37Since last year, they have stated that two groups, especially the leaders,
06:42have stated that they will never join the program because they don't want to consolidate.
06:47It's very clear even then.
06:49Even if there are many extensions, even if there are many changes,
06:53improvements in the program for the good of the operators,
06:57they really never had an interest to join.
07:00But luckily, they have many members, ordinary members who joined the program
07:07because they have a different kind of mindset as compared to the leaders.
07:13So the plan to have a dialogue between the two groups in the government,
07:18maybe the best thing to think about is what is the dialogue.
07:23I think we are clear on the rules, the policy and it's clear.
07:27That's why they went to the Supreme Court because they do not believe in the program.
07:32That's why they went to the Supreme Court and waited for the decision of the Supreme Court.
07:36So it is safe to say that the program will continue, which definitely it will,
07:42and it will happen.
07:43And what we are talking about is, we can no longer think of their objective
07:48wherein they really don't want to join the program.
07:52For now, Bayusek, where is the root rationalization phase of the PUV modernization program
08:01and how is the participation of our LGUs?
08:07The participation of LGUs is increasing because first of all,
08:11we got a budget from Congress.
08:13So we were able to capacity or capacity building the LGUs
08:18so that they know what the LPCRP will do.
08:23So this will take two or three years maximum.
08:27After this, once we know the number of units on the street,
08:33we will make an order for the cooperatives to replace the vehicles
08:41with more modern, safe and comfortable.
08:44So it's really a step by step.
08:46What we are saying is, there are many concerns on the price of the vehicles,
08:51many concerns on other things.
08:53So we said, let's just concentrate on joining a cooperative
08:58which will be very good because a group is stronger than a separation.
09:04And then the rest will follow through.
09:07And that's what we are doing in the program.
09:10Okay, Bayusek.
09:12They are members of a group.
09:15Obviously, they are members of a group.
09:17So they can convert this into a cooperative
09:20so that they can join our program.
09:22So given that, Bayusek, what is your last message
09:25to the transport groups
09:27who are saying that they will withdraw
09:30from our modernization program?
09:34I think it's important to thank the majority
09:38who believe in the program.
09:40They put faith in the program, in the government.
09:43And they joined the program and consolidated
09:46because they know that the objective of this
09:49is for a better commuter experience
09:52of our millions of passengers.
09:55This is really the objective of the program.
09:57And also, to uplift the lives of our drivers
10:01so that their lives will be different.
10:04We will make them like a normal government
10:06or private employee with all the benefits.
10:09That is the objective of our program.
10:12As for those who did not consolidate,
10:15I do believe it's clear that they don't want to join
10:19and they were given all the opportunities.
10:22I do believe that they know what to do,
10:25which they have been doing the past month.
10:27They will not travel because they did not consolidate
10:32to avoid the high penalties or suspension
10:37that we normally give to vehicles
10:40that are not supposed to be on the road.
10:42The program of our government continues
10:45and we will see changes from now on,
10:49years to come, for the good of our commuters.
10:53Thank you very much for your time,
10:56Road Transport and Infrastructure,
10:59Undersecretary Andy Ortega of DOTR.
