The Russian defence ministry claim comes as Vladimir Putin approved budget plans, raising 2025 military spending to record levels as Moscow seeks to prevail in the war in Ukraine.

00:38Meanwhile, authorities in the Kherson region say three people were killed in a Russian strike there.
00:44It's one of four regions that Moscow illegally annexed in September 2022,
00:49but hasn't been able to completely re-occupy.
00:52A Ukrainian counter-offensive recaptured western areas of the Kherson region,
00:57including the regional capital, also called Kherson, nine months later.
