00:00In the midst of the high price of rice, the Executive Order to lower the price of imported rice was left in the dark of the camera.
00:11The Department of Agriculture is studying the importation of vegetables.
00:15Witness, Mackie Polido.
00:20The price of imported rice in the market is now 55 pesos per kilo.
00:24But some congressmen said that if it's going to be increased, it can be lowered.
00:28Last July, under the Executive Order of President Bongbong Marcos,
00:32rice importers lowered the price of imported rice from 15% to 35%.
00:36So in the hearing of the KINTA Committee,
00:39or five committees in the camera that came together to investigate the price of food,
00:43I was asked, why did you only lower the price of rice by a few cents?
00:47Why, Mr. Chair? According to the PSA, it was lowered by 0.44 cents only.
00:55It's like we're being toyed with by hands that can't see.
01:01NEDA expects a price reduction of P7 to P10 per kilo of rice.
01:06That's why it should be P41 to P44 per kilo of rice.
01:10According to the Bureau of Customs,
01:12depending on where the rice is imported, its landed price is only P38 to P40.
01:17It also shows that there is no shortage and the volume of imported rice is increasing day by day.
01:22That's why there is no reason for the price to rise.
01:25According to the Department of Agriculture,
01:27the sale of imported rice to the market is not reduced even if it can help in lowering the price.
01:33Don't you see that as hoarding? Holding back P80,000? Just an example.
01:39With regards to hoarding, I cannot comment.
01:42But we are explaining to them about their utilization.
01:47In the first hearing of the KINTA Committee,
01:49it has not yet been decided as to why the price of rice is still high.
01:54But one of the arguments is to repeal the executive order to lower the price of imported rice.
02:01It should be reviewed and reversed because it seems useless to lower the tariff.
02:07Who benefits from tariff reduction?
02:10Is it the importer or is it the consumer?
02:14Of course, it's the importers.
02:17According to the DA, the government needs almost Php 50 billion per year
02:21to lower the price of rice to Php 29 per kilo.
02:25Putting Php 29 for everybody's plate would require tremendous resources on the part of government.
02:33And the fiscal space is limited for us.
02:37And so, we have to prioritize who will receive that cheap rice.
02:43That's why we are focused on the vulnerable sector.
02:48This is the reason why only the poorest of the poor households and senior citizens are being sold
02:53the Php 29 rice under the KADIWA program.
02:56But they are trying to achieve more.
02:59Earlier, the first KADIWA was opened by the President-Expo in Pasay
03:03where various products can be purchased for Php 10 to 30 percent lower price.
03:09The Agriculture Department will study the importation of vegetables
03:12to lower the price and increase it compared to the recent typhoons.
03:16I am not in favor of importation.
03:18I don't like farmers.
03:20But if we need to import, we will have to import.
03:22But if we don't need to, we won't import.
