00:00Congressmen believe that Vice President Sara Duterte can be held accountable if the irregularities that emerged in the House Committee on Good Government and Public Accountability

00:21In the 7th hearing of the House Committee on Good Government and Public Accountability yesterday,

00:29congressmen blamed the confidential funds of the OVP and DEPEDD of Vice President Sara Duterte.

00:40This is where it was pointed out that instead of the Special Disbursing Officer, the money was being transferred to the Security Officers.

00:47Your Honor, I am in the process of disbursing the money, Your Honor.

00:52Could you explain to us what process you are in disbursing the money?

00:56I am just disbursing the money to a Security Officer, that's all.

01:06It's Col. Dennis Nolasco.

01:08My head of agency informed me that I will be disbursing the money to a Security Officer, Col. Lachika.

01:20This is the process of the OVP and DEPEDD since the time of Vice President Duterte.

01:27I was informed, VP Sara, that there is a Security Officer for DEPEDD.

01:39As far as I know, Col. Lachika is the one who assigned him.

01:44Because there is an order from Ma'am Inday Sara that I should release the money to him.

01:48Because he is the one who knows how to implement the programs and activities in line with the confidential funds.

01:58In a press conference held today, congressmen were asked to answer, not only the Vice President, but also the Special Disbursing Officers,

02:08if these irregularities can be proven.

02:11I believe this is technical malversation.

02:13But worse, if this was taken for personal gain, if it is proven fictitious and erroneous by the ARs,

02:18to justify the taking of this amount, that could be malversation proper, or worse, plunder.

02:24Because this is more than P50M.

02:26That's what we see here.

02:28We really see that all of them are just obeying the orders of our Vice President.

02:38So in the end, if there are violations of the law, if there is something that needs to be answered,

02:48our Vice President needs to take responsibility for this lack.

02:55The next hearing of the House Committee on Good Government and Public Accountability was held on Friday, November 29.

03:02As of now, the committee is also preparing draft laws that they will adopt from their hearings.

03:08This Wednesday, the next hearing of the House Quad Committee will also be held.

03:14If this is due to the issue of illegal drugs and the run of extrajudicial killings in the Quad Com hearings,

03:21it is expected that they will return tomorrow.
