00:00The theft of a man in a motorcycle in Manila was a hooligan act.

00:04He was arrested for possessing a motorcycle that he had stolen before.

00:11It was removed from the record of the Land Transportation Office.

00:14Jomer Apresto reports.

00:19You would think that this man would just park next to an ambulance

00:24in Old Antipolo Street in Manila.

00:27But the motorcycle was stolen, according to the police.

00:31A few minutes before that, the suspect was seen in front of the CCTV camera

00:35standing near the firetruck in Ipil Street.

00:39He immediately returned after the motorist had passed by

00:41and quickly pushed the motorcycle.

00:44He was stopped in front of the CCTV camera

00:47because the motorcycle's handle was locked.

00:49After a short while, he pushed the motorcycle again

00:52and hid it on the side where the ambulance was parked.

00:55Our complainant learned of this.

00:57When he woke up, his motorcycle was gone.

01:00He committed the theft of a motorcycle in the middle of the day.

01:03When it was afternoon, he was brought home by our operatives

01:08who were waiting for him to wake up.

01:09According to the police's investigation,

01:11the suspect has several times a record in the barangay

01:14because of the same act.

01:16But the complaint did not continue

01:18because he was often repaid for the theft.

01:21The motorcycles were not stolen.

01:24He continued to steal them and sell the parts.

01:29He was selling the motorcycles.

01:32The Manila Police District is now holding the suspect

01:34who is facing a complaint against the New Anti-Carnapping Act of 2016.

01:39According to the police, the suspect was previously jailed

01:42for the homicide case.

01:43In an interview with GMI Integrated News,

01:46he claimed that his cousin owned the motorcycle

01:48and he stole it from them.

01:50When he saw the motorcycle, he immediately took it.

01:53We were in the service for a long time.

01:55We were in jail because we were busy looking for a job.

01:58It's been a long time, since 2005.

02:02the motorcycle was still new and was stolen by the real owner.

02:53A few walls were destroyed.

02:55And a few trees were cut down in the area.

02:58In the town of Gonzaga,

03:00a part of a tree was removed by the strong wind.

03:04It was flooded in Barangay Flourishing

03:07because of the storming of Ista Kadam.

03:09The current of the river was strong.

03:11It covered Amulong and Hampas ng Alon

03:14in Fuga Island in the town of Apari.

03:18The strong rain was also felt in Santa Ana, Cagayan.

03:22There was almost zero visibility

03:24because of the strong rain.

03:26There are families who are staying in evacuation centers.

03:29But because of the strong winds of the storm,

03:33there are not enough shelters that they can go to.

03:38In other parts of the province,

03:40they were forced to evacuate.

03:42Some of them had to be rescued.

03:44Aside from Cagayan Valley,

03:46the storm was also felt in the Ilocos region.

03:49It was also felt in the outskirts of the city

03:51because of the strong rain.

03:53The plants were cut down

03:55and that's why the farmers are having a hard time.

04:08Some of the plants were still submerged in the river.

04:18Connie, the weather is good here in Ilagan City, Isabela.

04:20That's why the residents were allowed to go home.

04:22About 300 families

04:24were able to evacuate

04:26to different evacuation centers

04:28because of the following storms,

04:30Nica and Ophel.

04:32The residents of Barangay ng Ginataan,

04:34Santa Barbara, and Bagong Bayan

04:36are being taken care of.

04:38Some of them were able to go home

04:40because the four-day stay in the evacuation center

04:42was over.

04:44In Barangay Santa Barbara,

04:46the water level was high that Monday

04:48that's why the residents were able to fill their water tanks.

04:50The situation is the same in Barangay Bagong Bayan.

04:52No houses were submerged in the river

04:54but some of the plants were cut down by the river.

04:56It's a good thing that no one was able to plant

04:58and that the harvest was over
