00:34COP29 President Mukhtar Babayev says the fund will be able to flow by 2025.
00:39Philippine President Ferdinand Marcos Jr. signed a law last August to allow the board
00:43to operate in the Philippines.
00:45The board is composed of 12 representatives from developed countries and another 14 from
00:49developing nations.
