08:09First of all, allow me to emphasize that this last report from the Competition Council
08:15comes within the framework of a tracking strategy, that is, for the issue or for the
08:21agreemental methodology that was between the Competition Council and the nine companies
08:27that were involved in the report on the distribution of gas and petrol in the second quarter of
08:342024.
08:36In this regard, in response to your question, we notice that the prices in the markets,
08:42especially the prices of gasoline and petrol, have basically fallen to the prices of gas
08:48internationally, because the prices of petrol have been falling since the beginning of
08:542024, especially in the second quarter of this year.
08:58We noticed that there was a very significant decline in these prices, and there may have
09:04been fluctuations in the profits of these companies, which if we take into account only
09:10gasoline, have moved from about 1.21 to about 1.01 and 1.04.
09:15This confirms that the importance of profits has been reduced in this regard, and this is
09:23basically related to international extremism, as well as the real decline in prices in international
09:29markets.
09:30There is also another reason, which is that the companies have become perhaps more competitive
09:36with the existence of new companies that have entered the market, and we have reached about
09:42more than 30 companies today in the Moroccan market, and this may also strengthen competitiveness
09:49and create a competitive atmosphere between the companies that are returning to increase
09:55the number of entrants in the sector or competitors in the sector.
09:59And in your opinion, to what extent has this decline affected the decline in profits of
10:05gasoline and petrol in general profits of international companies?
10:10I think that there was also a decline in terms of profits in general, because as you
10:16pointed out, there is a word called raw profit, which does not take into account all the
10:22costs that can be paid by citizens, especially in terms of taxes, as well as the decline
10:28that exists in what is called petrol prices in Morocco.
10:32And if we take into account only this production cost, we will find that there is a decrease
10:39in the balance and connection with international markets.
10:43And we noticed almost that the raw price of petrol, without taking into account the
10:49decline or also the spending that is caused by what is called the decline of petrol and
10:55making it used in fuel stations, has reached almost less than 6 dirhams per liter.
11:01But if we take into account the decline and also the related costs, and I am talking here
11:06about the related costs of production only, we are talking about almost 3 additional
11:11dirhams, which reaches 9 dirhams in terms of production costs.
11:15But the price that we see in the market, or the price that is noticed by consumers,
11:21is also taken into account by the tax system, as well as a set of taxes related to petrol
11:27prices.
11:28And in this context, we notice that with the decline of petrol prices, there was a decline
11:33in profits, but we must not forget that the number of transactions has increased for
11:39companies, and this is due to an increase in income, which has led to increased profits
11:44even if they were small, but it is considered a positive percentage for the profits of
11:49these companies.

12:00I think that the real change that can be pointed out today is that there is today a
12:06real link, and we see it today in the report of the Competition Council, there is a link
12:12today between the declines that we see in the prices of coal at the international level,
12:18as well as the losses that we see among citizens.
12:21Perhaps there is no proportion and proportion, that is, the declines that we see, according
12:26to the Competition Council data, are approximately more than 90 cents, that is, more than
12:31a dirham, but I am talking here about coal, that is, more than 90 cents per liter, but
12:37it is not directly or proportionally reduced to the prices that reach the citizens, that

14:01Yes, I think that the increase in domestic demand or income for oil and gas is related
14:07to the economic context, we know that there are huge investments in Morocco, there is
14:13a shortage of some important sectors that consume energy, whether the sectors related
14:19to the agricultural sector, there are also positive signs for the agricultural sector,
14:25there are also links in terms of industrial sectors that consume fuel in a very important
14:31proportion, and we must not forget that there is a consumption that has become a positive
14:36curve after the crises that Morocco has known, whether the 2022 inflationary crisis or
14:42before that the Covid-19 crisis.
14:45In addition, the second quarter can be attributed to the fact that there is a domestic demand
14:51related to consumption, whether in manufacturing sectors or in the agricultural sector, which
14:56has led to the demand for imports becoming more important.
15:00There may also be another reason, which is the formation of what is called the strategic
15:04shortage of companies.
15:05We know today that oil prices are low at the international level, they are below 80
15:10percent.
15:11And I am talking here about the futures, and in this framework, there may also be a
15:17strategy to store in the domestic sector in order for there to be a confrontation,
15:23perhaps there will be a rise in the future of these prices.
15:27And we know that the government, and this is one of the important and positive achievements,
15:31has demanded that companies, as well as imported companies, set up warehouses or
15:37factories in order to store oil.
15:39And this is one of the reasons that can explain why there was a rise in imports in the last
15:45quarter.
15:46Yes, and to what extent does the increase in the size of imports affect the stability
15:52of the fuel market here in the Kingdom of Morocco?

15:59It is a very clear causal relationship.
