00:00President Bambang Marcos has already signed the two new laws
00:03that govern the territory of the Philippines
00:05in accordance with the arbitral ruling.
00:07He also signed the three new sea lanes
00:09where all ships and airplanes of other countries can pass through.
00:13But China immediately ignored the two laws
00:16and called for the ambassador of the Philippines.
00:19Witness, Darlene Cai.
00:25In every discussion of the Panatagsyol or Pag-asa Island,
00:29the West Philippine Sea or WPS is included.
00:32This is the part of the South China Sea
00:34that is part of the Exclusive Economic Zone of the Philippines.
00:37And in the signing of President Bambang Marcos' Maritime Zones Law,
00:40the use of the name West Philippine Sea is a formal law.
00:44The territory of the Philippines is based on the new law
00:47in accordance with the 2016 Arbitral Award
00:49on the other side of the sea that covers the country
00:51and on the other side of our EEZ.
00:53With these pieces of legislation,
00:55we align our domestic laws with international law.
00:59Specifically, the UN Convention on the Law of the Seas or UNCLOS
01:02to improve our capacity for governance
01:05and reinforce our maritime policies
01:07for economic development and for national security.
01:11We are staunchly committed to nurturing,
01:14cultivating and protecting our maritime domain.
01:18The President also signed the Archipelagic Sea Lanes Law
01:21that covers the three sea lanes of the Philippines.
01:24There are two routes to the east and one to the west.
01:28Only those routes can be used by ships and planes from other countries.
01:33Once the three sea lanes are approved by the International Maritime Organization,
01:37it can be implemented by our government.
01:39Because of the new law,
01:41it is expected that the Philippines will have a new look in the coming days.
01:46Aside from the use of the name West Philippine Sea,
01:48the country will formally change its name to Benham Rise
01:51and will become Philippine Rise or Talampas ng Pilipinas.
01:54We already have the maps prepared.
01:57We are just waiting for the implementing rules and regulations
02:02in order for us to modify or revise the maps that we have prepared accordingly
02:06until its final publication.
02:08The new law could be used as an excuse for punishment.
02:12But it is also expected that China will not recognize it.
02:16According to the Foreign Ministry of China,
02:18China called on the ambassador of the Philippines
02:20to announce their agreement on the two new laws.
02:23The National Maritime Council admitted that additional funds are needed
02:28for the Philippines to be human and useful enough
02:30for the implementation of these two laws.
02:33We need more assets.
02:34We need more bottoms.
02:36We need more technical capabilities to fully monitor, detect,
02:41and I don't want to say neutralize,
02:45but rather address any violations of our laws.
