00:00Extreme weather fueled by climate change has visited so much devastation, death, and misery to the nation over the last four months,
00:08beginning with typhoons Marina and Maria, the enhanced southwest monsoon in August, all the way to killer tropical storm Christine in late October.
00:20Most of the ruin to property, crops, and lives has been from excess rainfall that translated into unprecedented floodings,
00:29landslide in the hillsides, and mud all over the inside and homes and elsewhere.
00:35Hence the urgency for flood control, which the president responded to today with approval of two critically needed projects in Cavite
00:43and the Pasig Marikina Channel that our Kenneth Paciente dwells on in this report.
00:51In the face of climate change and its challenges, the government will focus more on two major flood control projects in the country.
00:57In the 22nd NEDA board meeting led by President Ferdinand R. Marquez, Jr., the board approved the expansion of the construction and other adjustments
01:05for the Cavite Industrial Area Flood Risk Management Project and the Pasig Marikina River Channel Improvement Project Phase 4.
01:12According to the Presidential Communications Office, the board approved the additional project cost of the Cavite Industrial Area Flood Risk Management Project
01:19from the previous 9.891 billion pesos, which now is over 22 billion pesos.
01:25The president stated that the capability of the structure in adapting to changing weather should be prioritized, as well as housing for areas that could be affected.
01:33He added that funding will increase due to the adjustments, but confirmed still falls within the guidelines.
01:38The board also approved an extension for the project implementation period from April this year until September 2029.
01:44Additional work for the project was also approved, such as the widening of diversion channels and additional drainage.
01:50The project's loan reallocation was likewise adjusted, totaling 1.042 billion Japanese yen from consulting services and contingencies.
01:59As of now, the project's physical accomplishment is at 44%, with a fund utilization rate of around 35% disbursed for this.
02:07The project aims to reduce flood in the San Juan River Basin and Maalimango Creek drainage area in Cavite.
02:12The board also approved a total project cost of over 57 billion pesos for the Pasig-Marikina River Channel Improvement Project Phase 4.
02:20The project implementation period will also be extended from December 2025 until March 2031.
02:26The board approved a loan reallocation of 3.373 billion Japanese yen for this project, including a supplemental loan of 45.759 billion Japanese yen.
02:35The president also expressed the project design should consider changing weather patterns to avoid a spillover of the Marikina River.
02:42The DPWH promised to address this concern.
02:45The project targets to reduce the overflow of the Pasig-Marikina River during typhoon seasons, keeping many areas in Metro Manila and adjacent provinces safe.
02:54The chief executive emphasized that through these measures, many lives will be safeguarded and progress assured without compromising the safety of others.
03:01Also approved in the meeting was the implementation of the Philippine International Exhibition Center Project,
03:07as well as the acquisition of 40 units of fast patrol craft under official development assistance funding.
