01:36The city on the southern outskirts of Valencia was devastated by a sudden wave of mud almost
01:41two metres high.
01:44Residents said the water came without warning on Tuesday.
01:48Authorities say they've now issued red warnings for areas in southwest Spain near the border
01:53with Portugal.
01:54Heavy rainstorms in the early hours of Friday flooded parts of the city and nearby areas.
02:04Dramatic flooding in Spain is a reminder that Europe is not immune to extreme weather events.
02:11According to a report by Imperial College London, three of the deadliest such events
02:16in the last 20 years have hit the continent.
02:20The document links climate change with the intensification of these events and the potential
02:25risk of more casualties.
02:39While we can't say that extreme weather events are caused purely by climate change, we know
02:44that the severity of them is massively enhanced by climate change.
02:49The heatwaves of 2022 and 2023 claimed almost 90,000 victims in Europe, according to the
02:56report.
02:57However, researchers are also cautious about the figures, pointing out that it is more
03:02difficult to measure the mortality caused by a heatwave than in the case of floods.
03:08But that solutions do exist to prevent such disasters.
03:13We should be able to prepare for these events.
03:16So if you've got heatwaves, we should be able to have early heat warnings to tell people
03:21not to go out to try and stay in cool places to drink more water.
03:25When there's flooding coming, we know that we can issue flood warnings.
03:29And if people follow those flood warnings and they may have to evacuate the areas that
03:33are likely to be affected, it can take them out of harm's way and it can massively reduce
03:39the mortality from these events.
03:42This report was published a few days before the opening of COP29, the International Climate
03:48Conference.
03:49The UN has also pointed out that on this current course, the increase in temperature is likely
03:55to exceed three degrees before the end of the century.
04:03The offices of the UN Agency for Palestinian Refugees have been heavily damaged during
04:08an Israeli raid in a West Bank refugee camp.
04:11The official Palestinian news agency alleged Israeli military bulldozers had partially
04:17demolished the UNWRA building.
04:19However, the Israeli military denied it damaged the building in the Nur Shams refugee camp.
04:24It said militants had planted explosives nearby and set them off to attack Israeli troops
04:30and that the blast had likely damaged the building.
04:33The incident comes after Israel's parliament passed laws this week effectively banning
04:38UNWRA's operations in Israel and the Palestinian territories.
04:42Israel accuses the agency of turning a blind eye to militants among its staff, a claim
04:47UNWRA denies.
04:49The law comes into effect in three months.
04:52So we say this very, very clearly, UNWRA is part of the past.
04:57It's part of the problem.
05:00UNWRA members took part in this massacre.
05:02Now it's time for the international community, first and foremost the United Nations themselves,
05:08to rethink and to do what's right in order to really be of help to Palestinians, instead
05:15of just sticking to their former ideas, which were an UNWRA which was infiltrated, taken
05:21over and eventually massively misused by the terrorists of Hamas.
05:28Multiple UN agencies have rallied around UNWRA, calling it the backbone of the World
05:33Body's aid activities in Gaza and other Palestinian areas.
05:38UNWRA provides education, health care and emergency aid to millions of Palestinian refugees
05:43from the 1948 war surrounding Israel's creation.
05:48Refugee families make up the majority of Gaza's population.
05:56The Biden administration has said around 8,000 soldiers from North Korea are now in
06:01Kursk preparing to help Russia fight against Ukrainian troops.
06:06Moscow and Pyongyang have deepened military cooperation in recent months.
06:10Kiev has long accused North Korea of supplying Russia with weapons and ammunition.
06:15And earlier this year, both countries signed a mutual defense pact.
06:20Russia's actions with respect to the DPRK are not only dangerous, but they are antithetical
06:25to its responsibility as a permanent member of this UN Security Council.
06:32Russia's military cooperation with the DPRK violates multiple UN Security Council resolutions,
06:37which prohibit both procuring DPRK arms and providing military training.
06:43Ukraine's President Volodymyr Zelensky said that while North Korean troops have been deployed
06:47to Kursk, they have not yet taken part in any hostilities.
06:53North Korea's move to deepen its relationship with Russia has raised concerns around the
06:57world about how that may expand the war in Ukraine.
07:01There are also questions about what new military technologies North Korea might get from Russia
07:06in exchange for the deployment.
07:14At least five people have been killed and four others injured in a gas explosion at
07:18a residential building in southern Russia.
07:21The blast happened in the city of Cherkessk, in a region which borders Georgia about 1,300
07:27kilometers south of the capital Moscow.
07:29Emergency officials said the explosion partially destroyed two upper stories of a five-story
07:35residential building.
07:37Emergency responders say their fear what's left of the building could crumble, potentially
07:59harming more people.

08:07Gas explosions in residential buildings are fairly common in Russia.
08:11In August, a gas explosion destroyed a section of a five-story residential building in the
08:16Ural Mountains, killing 11 people.
08:19The state news agency TASS said at the time that between the beginning of 2022 and August
08:252024, at least seven such explosions occurred, killing more than 50 people in total.
08:36Five people, including teenagers, were seriously injured in a shootout after drug-related violence
08:41which involved 50 to 60 people, broke out in Place Coimbra in the western French city
08:46of Poitiers.
08:47The shooting involved a certain number of people, but much less than what some media
