00:00We are still together on Mediain TV, thank you for remaining faithful to us, here are
00:19the titles of your newspaper.
00:21End of Emmanuel Macron's visit to Morocco, but before flying to Paris, the French president
00:26answered the questions of two journalists from Mediain and from Zem.
00:30Moroccan Sahara, economic cooperation, we will return to the highlights of this interview
00:36in a few moments.
00:37Spain devastated by murderous floods, consequence of the torrential rains that fell on the
00:45east of the Iberian Peninsula, provisional report, 95 dead.
00:52No respite in the war in Gaza, the Israeli army continues to activate its war machine
00:57that killed nearly 100 people yesterday.
01:05End of Emmanuel Macron's visit to Morocco, but before flying to Paris, the French president
01:12answered the questions of two journalists from Mediain and from Zem.
01:16This is an interview during which several subjects have been addressed.
01:20It has much more to do with strengthening relations between Morocco and France after
01:26the Paris recognition of the full sovereignty of the kingdom over its Sahara.
01:31Mediain was represented by its journalist Mounia Bellarbi.
01:35And how does France intend to strengthen and consolidate its recognition of the full sovereignty
01:48of Morocco over its Sahara?
01:50Together, let's listen to the answer of French President Emmanuel Macron in this extract
01:54of this interview, whose entirety will be broadcast from 9.30 p.m. on Mediain TV and
02:00Zem.
02:02It is first of all to translate it by engaging resolutely, diplomatically with Morocco so
02:07that the present and future of the southern provinces are inscribed in the Moroccan sovereignty.
02:11And I believe that the position of France is beginning to move other Europeans who are
02:15beginning to reflect on their choice.
02:17And it is to engage so that, in fact, this work can advance in the framework, precisely,
02:22agreed by the United Nations and that this movement can be done.
02:26And I think it is really an important movement on a diplomatic level, I say it, obviously
02:31for Morocco, for our bilateral relationship, but for the whole region.
02:35And that's why I wanted to say it yesterday also in Parliament.
02:39It is a decision that France makes, not against anyone, but it must help a better
02:45regional integration, a better stabilization of the Sahara and, moreover, of the Sahel.
02:51And this whole region needs stability, commitment, seriousness, strength and confidence, moreover,
02:57that Morocco has had in these southern provinces during all these years, where you have invested
03:01a lot.
03:02And the choice of His Majesty the King Mohammed VI was to invest in ports, infrastructures,
03:08projects and to stabilize this region in terms of security.
03:12And I believe that the neighbors are aware of this and I would like it to be done also
03:16in a pacified framework.
03:17And so, first of all, it is an international diplomatic commitment.
03:20It is the conviction that there can be a sustainable solution that also soothes the whole region
03:25and thus the African continent.
03:27And then it is a concrete commitment, I said it, since at the same time the French
03:32Development Agency and French companies will not only continue, but invest even more
03:38strongly in the southern provinces for important projects that benefit the populations.
03:43And so it is also a choice of the future.
03:45And these are projects that are important for desalination, for infrastructure development,
03:50for ports, for energy development.
03:54A very large project, for example, of production of green fuel.
04:00These are very concrete things.
04:04You have just followed President Macron who wants to consolidate and translate his support
04:08for Sara's Moroccan identity by diplomatic support for the Kingdom.
04:13What reading to do together?
04:15Let's listen to Hicham Kastraoui, consultant in strategy, expert at the Moroccan Institute
04:20of Strategic Intelligence.
04:22I think the term accompaniment has a very strong meaning.
04:27It means, on the one hand, that it does not replace the diplomatic effort of the Kingdom
04:32itself, which has proven to be very effective.
04:34We have seen in recent months, in recent years, the pro bono results of our own diplomacy
04:41under the leadership of His Majesty, but also with a very efficient diplomatic apparatus.
04:46Today, the role of France, this role of accompaniment that will be added, is an additional support,
04:53an opening of new ways, an introduction of Morocco in new circles, in a number of institutions,
05:01in particular the European Union and the United Nations, where in certain circles the voice
05:08of Morocco has not always been well understood.
05:10France has certain cards to play and I think that from now on it will not hesitate to play them
05:18fully to make the voice of Morocco known and value the Moroccan position, which ultimately
05:26offers the only realistic solution, really aimed at the benefit of the populations of our southern provinces.
05:34During Emmanuel Macron's visit to Morocco, several agreements were signed between the Kingdom
05:40and France to boost their economic cooperation, of which the Moroccan Sahara should be the
05:45locomotive.
05:46The French President, who we are listening to.
05:49It is true that there are many agreements that have been signed, by the way, governmental
05:54agreements as well as private agreements.
05:56With His Majesty the King, we witnessed 22 agreement signings.
05:59There was an exceptional delegation of companies and I went to conclude the forum yesterday.
06:03There are again many agreements that have been signed and for me they are first of all the
06:08testimony of a confidence.
06:10France is the first partner and investor in Morocco and we also have, it is the first
06:17country of the French Development Agency, so there is this link, this historical strength.
06:21But there is a renewed confidence that has manifested itself, which I believe obliges us.
06:25When on the projects of desalination of waters that are so important before the 2030 deadlines,
06:31we trust a French company like Veolia, it obliges to the result.
06:36When again it is Alstom and France that is chosen to produce the TGVs, the transport,
06:46which will really allow to link the north and south of the country, it is a very important
06:50relationship.
06:51And so for me it is also a requirement vis-à-vis our companies.
06:55This confidence, we must be at the rendezvous in terms of time, of quality.
06:59Then we designed and our entrepreneurs invented this formula, we do and we design with Morocco.
07:08And so there is also a relationship, I believe, which is much more economically mature,
07:12which is to say, it is not simply a relationship of a client.
07:17No, we will design together the solutions, we do them together.
07:21And besides, France also hires a lot in Morocco.
07:25Our companies hire a lot here.
07:27And then I also believe that there are many things that rebalance the relationship
07:33in the mind of people who may have a dated vision.
07:36It is that we have a mutual need and we have the possibility to succeed together our challenges.
07:43I just want to take one example, not to be too long.
07:47It is energy.
07:48France has a nuclear model.
07:50We have an energy that is therefore very pilotable, low carbon, even very decarbonized.
07:54We have less renewables, we are developing it.
07:57Morocco is one of the great producers and will be even more a world producer of renewables.
08:02His Majesty the King Hassan II had already launched a great strategy on hydroelectric dams.
08:10His Majesty the King Mohamed VI has a very voluntary policy on wind and solar.
08:15Well, that's also what can make us win,
08:19that is to say, make Morocco a great partner in the decarbonization of our economy
08:24and allow us to create wealth and value here and also in France and Europe.
08:30And I believe that what we have signed on green hydrogen or electricity also participates in this strategy.
08:37Can we say today that the Moroccan Sahara will be the locomotive of this new dynamic
08:42that has just been inspired by the economic cooperation between France and Morocco?
08:47Answer with Hicham Kassraoui, consultant in strategy, expert at the Moroccan Institute of Strategic Intelligence.
08:54Absolutely.
08:55I think that if we come back to the terms of support mentioned earlier,
08:58I think in terms of approach and strategy of Morocco vis-à-vis these southern provinces,
09:03the approach has always been double.
09:04On the one hand, we are working on the diplomatic side and on the other hand, we are working on the economic and development side.
09:08Today, we can see very well that France is taking this approach,
09:13and so the support is also double.
09:15On the economic level, we have witnessed for three days,
09:18signatures, announcements, mega projects, which I think in value total about 10 billion euros
09:27in terms of commitment and contract value.
09:30You have to see these 10 billion euros not as the volume of engagement of France in Morocco,
09:38especially in the southern provinces, but it is the very beginning of a very long economic relationship that is starting.
09:45Yesterday, in front of the Parliament, President Emmanuel Macron spoke of new books
09:50that he wishes to write with His Majesty the King to rebuild the French-Moroccan relationship.
09:55I think that the volumes of the 10 billion euros that have been announced
09:59represent only the preface of this economic book that we will open with the French Republic.
10:05On the economic aspect in particular, I think that what is really important to emphasize
10:09at the end of these three days is that we have three main achievements.
10:14The first is that we have confirmed Morocco's desire to renew the dynamic of economic cooperation
10:21with France and the French operators.
10:24On the other hand, we have managed to confirm the appetite of French companies for Morocco,
10:30not only as a market, but also as a base of industrial co-localization,
10:36in view of its attractiveness, its business climate, its talents, its resources and its business model.
10:43And thirdly, we have also demonstrated the ability of our companies
10:47not only to be clients of French companies, but also to offer winning partnership formats
10:55that can bring value to both parties.
11:01A three-day visit that will lay the foundations for a new partnership between Morocco and France.
11:18And just after this interview that we have just seen,
11:22the French President Emmanuel Macron accompanied by his wife Brigitte Macron
11:27left Morocco at the end of a visit on the invitation of His Majesty the King Mohammed VI
11:33at his departure from Rabat-Salé airport.
11:37The French President was, we see it on these images,
11:41saluted by the head of the government, Aziz Khanoush.
11:47Aziz Khanoush, Prime Minister of Morocco
11:51Aziz Khanoush, Prime Minister of Morocco
11:55Aziz Khanoush, Prime Minister of Morocco
11:59Aziz Khanoush, Prime Minister of Morocco
12:15His Majesty the King Mohammed VI accompanied by Prince Eritre Moulay Hassan,
12:21Prince Moulay Rachid and Princesses Lala Khadija, Lala Meriem, Lala Asma and Lala Hasna
12:28were offered an official dinner in honour of the French President
12:33at his arrival at the Royal Palace in Rabat.
12:36Emmanuel Macron, accompanied by his wife,
12:38passed a review of the detachment of the Royal Guard,
12:42which rendered the honours.
12:44They were invited to dinner,
12:46including the head of the government, the presidents of the two chambers of parliament,
12:50the advisers of His Majesty the King,
12:53members of the government and those of the official delegation
12:57accompanying the French President,
12:59but also several other civil and military personalities.
13:12During Emmanuel Macron's visit to Morocco,
13:14the Quai d'Orsay updated its website,
13:19including the map of Morocco, including its Sahara.
13:26The Moroccan national cause is making remarkable progress.
13:30On the occasion of the historic visit of the French President to Morocco,
13:34Emmanuel Macron reiterated the French position in favour of the Moroccan Sahara
13:39in front of the Moroccan deputies in the Parliament of the Kingdom.
13:44On behalf of France,
13:46I would like to clarify my vision
13:48by addressing His Majesty the King Mohammed VI on July 30th.
13:53And I reaffirm it here in front of you.
13:56For France,
13:58the present and the future of this territory
14:00are part of the framework of Moroccan sovereignty.
14:04Immediately after the speech of the French President,
14:07the official website of the French Ministry of Europe and Foreign Affairs
14:11published the official map of the Kingdom of Morocco,
14:14including these regions of the South.
14:18We have joined the speech.
14:20I am pleased to announce that the map of Morocco has been updated
14:25and put online on the website of the Ministry of Europe and Foreign Affairs
14:29an hour ago.
14:31In addition to updating the map of the Kingdom,
14:33France has decided to strengthen its consular and cultural presence in the Moroccan Sahara.
14:38French companies will also support
14:41the development of the regions of the South of Morocco.
14:46Our operators and our companies
14:48will support the development of these territories through investment,
14:51sustainable and solidarity initiatives for the benefit of local populations.
14:55Our ambassador will go there next week.
14:58We will increase our consular and cultural action there
15:01in view of the creation of a French alliance.
15:05A clear and clear French recognition of the Moroccan Sahara
15:09and a strengthening of the consular and cultural presence of Paris
15:13in the provinces of the South,
15:15in addition to the update of the map of Morocco.
15:18Decisions and important steps
15:21towards the consolidation of Moroccan-French relations
15:24and the widening of strategic partnerships between the two countries.
15:40And in the rest of the news,
15:42His Majesty the King Mohammed VI
15:44sent a message of condolence and compassion
15:47to the President of the Spanish Government
15:49following the floods that occurred in the Valence region.
15:54Morocco is preparing to dispatch rescue teams
15:58and to provide all the necessary help to Spain
16:01to help it face this natural disaster.
16:05Spain is devastated by deadly floods,
16:08consequences of torrential rains
16:11that fell on the east of the Iberian Peninsula.
16:14Provisional report, 95 dead,
16:17several people are also missing.
16:23The Valence region is plagued by torrential rains.
16:26Dozens of victims have disappeared,
16:29including two civil guards in this episode of violent rain
16:32that affects several regions of Valence
16:35and causes train and road closures
16:38as well as significant damage to homes.
16:41The King of Spain, Felipe VI,
16:43said he was devastated by the assessment of these floods
16:46that ravaged the southeast of the country.
16:53I want to publicly express my sadness and my concern
16:56about the tragedy that occurred last night
16:59and that is still taking place in large regions of the country,
17:02especially in Valence, Castilla Monch and Andalusia.
17:05I am reassured to know that all resources are deployed.
17:08The important thing is to let them work,
17:10to let them do what they know how to do.
17:16The most dramatic floods in Spain since August 1996,
17:20at a time when authorities asked all the inhabitants of the region
17:23not to try to move by road.
17:26The Spanish Prime Minister, Pedro Sánchez,
17:29assured his compatriots of the total support of the state,
17:32but warned that this devastating episode was perhaps not over.
17:40Our absolute priority is to help you.
17:43Public authorities work in a coordinated manner to make this possible.
17:46We will make available everything we need,
17:49as long as it takes, to get us out of this tragedy.
17:52You will not be left out.
17:57Following these floods, His Majesty King Mohammed VI
18:00gave these very high instructions to the Minister of the Interior
18:03in order to speak on the phone with his Spanish counterpart.
18:06An interview to signify the willingness of the Kingdom
18:09to dispatch rescue teams and provide all the necessary aid to Spain
18:13to face this natural disaster.
18:15Even without a bell from the European Union,
18:18which is also ready to help Spain,
18:20faced with a dramatic situation,
18:23the President of the European Commission, Ursula von der Leyen,
18:26reminded that the region of Valencia and the Spanish Mediterranean coast
18:29generally suffer regularly in autumn,
18:32the weather phenomenon of the Gota Fria, the cold drop,
18:35an isolated depression at our altitude,
18:37which causes sudden and extremely violent rains,
18:40sometimes for several days.
18:45No respite in the war in Gaza.
18:47The Israeli army continues to activate its war machine
18:50which took the lives of nearly 100 people yesterday in Mafikri.
18:56It is another murderous strike
18:58that hit the family residence of Abu Nasser,
19:01a five-story family building in Beit Lahya,
19:04north of the Gaza Strip,
19:06causing several dozen deaths.
19:09We are used to Israel disrupting the situation at the last minute.
19:12Most people were pessimistic about the prospect of negotiations,
19:16because it happens too often.
19:18There have been many attempts at dialogue
19:20and negotiations in the past,
19:22but to the general surprise,
19:24the situation ended up deteriorating.
19:27After negotiations on Monday in Qatar
19:29involving Israelis and Americans
19:31on an agreement for the liberation of hostages,
19:34the Israeli authorities announced
19:36that discussions will continue
19:38in the coming days between the mediators and Hamas.
19:44We have been moving for more than a year,
19:46hoping for peace,
19:48but the agreement was broken
19:50and the period of negotiations was extended.
19:52Now we no longer have confidence in the negotiations
19:55and in the parties involved in the negotiations,
19:57because only civilians pay the price.
20:02While the Palestinian territory
20:04besieged is a victim of a humanitarian disaster,
20:07the Israeli parliament adopted a law
20:09prohibiting the activities of UNRWA in Gaza,
20:12a decision that alarmed several European capitals
20:15and organizations of the UN.
20:21Let's go to the United States,
20:23where six days separate us from the presidential election.
20:36I strongly disagree with any criticism
20:39against people based on the person they vote for.
20:44These are the words of Kamala Harris.
20:46The Democrat candidate took her distance today
20:49with the words of Joe Biden,
20:51who seemed to qualify the partisans of Donald Trump
20:54the day before, I quote,
20:56as dirty, provoking, and if tolerated,
20:58less than a week from the US presidential election.
21:10Kamala Harris and Donald Trump
21:12are both in Wisconsin today.
21:14How are the chances of each of them
21:16finding their way in this state?
21:19Let's listen to the answer
21:21of Pierre-Louis Raymond, political analyst.
21:25This is also the problem of the states
21:27where it is difficult to define what can happen,
21:29because you have, on the one hand,
21:31states that are traditionally
21:33Republican or Democrat.
21:35You also have the swing states,
21:37that is, states where we will see
21:39that at the last moment,
21:42whether it's Wisconsin or North Carolina,
21:45it's a little bit the same thing,
21:47the same specification,
21:49with the idea of always derogating
21:51an uprooting of old political practices,
21:55political practices that will have to,
21:57for Kamala Harris,
21:59demonstrate that they no longer take place,
22:01because they are disconnected
22:03from the concerns of young people,
22:05because they are disconnected from new technologies,
22:07because they are disconnected from unemployment,
22:09because they are disconnected
22:11from the aspirations
22:13of minority communities
22:15to be represented
22:17as full-time Americans.
22:19The question of immigration
22:21is also a question.
22:23The Grand Lakes region
22:25is also a region that is traditionally
22:27based on a electorate
22:29that is rather
22:31acquired because of
22:33a defense of American identity
22:35and traditional identity,
22:37the white Anglo-Saxon-Protestant identity,
22:40which is not an identity
22:42that is based on
22:44an integration of minorities,
22:47as we could see, for example,
22:49in the states of the West,
22:51like in California.
22:53So again, like in North Carolina,
22:55there is a real challenge for Harris
22:57and his team,
22:59and it is obvious that,
23:01as we have seen in Texas,
23:03Trump and Harris
23:05are at the same time
23:07in the same state
23:09to try to display
23:11in a concomitant way
23:13not only a project for the well-being of Americans,
23:15but also a campaign image
23:17designed to seduce
23:19the population of these states.
23:21At the moment, Donald Trump,
23:23who took it yesterday,
23:25Joe Biden, has systematically
23:27refused today
23:29to commit to recognizing
23:31the result of the next election.
23:33The Republican Party denounces,
23:35I quote,
23:37a fraud on a scale never seen before
23:39in Pennsylvania,
23:41one of the few states that should decide
23:43on the fate of Scrutin.
23:45The day before, he said on social media
23:47that, I quote,
23:49not pretty things at all
23:51were happening in this state
23:53and called the police to do their job
23:55without delay.
24:03...and I appreciate the...
24:33...and I appreciate the...
