The West Ipoh Span Expressway (WISE) project, from Gopeng to Kuala Kangsar in Perak, is expected to reduce traffic congestion along the North-South Expressway (PLUS) by up to 40%, said Datuk Seri Alexander Nanta Linggi.

At the WISE Expressway Project Concession Agreement Document submission ceremony on Wednesday (Oct 30), the Works Minister shared that the RM6.2bil project is expected to be completed within four years, by 2028.

He added that the WISE alignment will provide an alternative route for Menora Tunnel users, who often face congestion due to the high volume of heavy vehicles.

00:00and Prime Minister, Mr. Rajarayana, please.
00:03The Epoch Span Experience project, Epoch Span Experience,
00:07involves the construction of a bridge
00:11from Kuala Kansar to Goping
00:13through Siputim and then from Perak,
00:17estimated to be 60.8 km across the country.
00:24This project aims to provide an alternative
00:28to the South East Coast
00:31for the Kuala Kansar, Roh, Menorah and Goping routes.
00:36The schedule set for the Epoch project is
00:4023 cents per kilometre
00:44for the duration of the process for 25 years,
00:49including 4 years of construction.
00:55This schedule is unique
00:58because it is the first time it is implemented in the country
01:01and it certainly benefits the users
01:06because there is no increase in cost
01:10for a long period of time.
01:14The Epoch Span Experience involves 6 stages,
01:172 of which are in Kuala Kansar,
01:201 in Jelut, 1 in Siputim
01:23and 2 in Goping.
01:27Ladies and Gentlemen,
01:29For your information,
01:32the Epoch Span Experience supports the Epoch Span Project
01:36because the Epoch Span project provides an alternative route
01:41for the users of Roh, Menorah
01:44that meets the requirements
01:46and is due to the number of heavy vehicles.
01:52This is based on the profile and topography
01:57in the Kuala Kansar and Kuala Lumpur areas
02:02that show the movement of heavy vehicles
02:06and then have an impact on traffic,
02:10especially at peak hours.
02:13Now we will think again
02:16if there is a decrease
02:18involving heavy vehicles
02:21in Kuala Lumpur and Siputim.
02:23Based on the statistics,
02:26it shows that the number of vehicles
02:30in the Kuala Kansar and Kuala Lumpur areas
02:33is high,
02:35even though there is a significant increase
02:38in the number of vehicles in Kuala Lumpur and Siputim.
02:41In addition,
02:43it can be estimated that
02:46the number of vehicles in Kuala Kansar and Kuala Lumpur areas
02:50will reach LSD level.
02:53It is estimated that LSD level
02:57will reach LSD level
02:59by 2030.
03:02So, in my opinion,
03:04if the Y3 project is implemented,
03:07the government must bear the cost
03:10of spreading the Lebaraya Plus
03:13when the traffic volume reaches its maximum capacity
03:16and it will have a significant impact on the government.
03:21In connection with that,
03:23the transfer of traffic from Lebaraya Plus
03:27to Y3
03:29actually helps to reduce the traffic
03:32in Lebaraya Plus
03:34and also provides an alternative
03:37for non-commercial users
03:40from the government.
03:44In my opinion,
03:45various parties in this project
03:48have proven that the cooperation between
03:52the local government,
03:54the Lebaraya Plus government,
03:56and non-commercial parties
03:58is not only beneficial to the Lebaraya Plus community,
04:01but more importantly,
04:04it is able to contribute to the well-being
04:07and well-being of the Lebaraya Plus community.
04:10So, I hope that
04:13the trustworthy processes
04:16will be implemented
04:19and provide security
04:21in terms of quality,
04:22especially in terms of
04:24early notification assistance,
04:26cost and time spent
04:28in terms of security
04:32in terms of transportation.
04:34So, I expect that
04:35when the Y3 project is completed,
04:38it will help to reduce the traffic.
04:40As I said earlier,
04:42that is the main goal.
04:45The main goal is to help
04:47the local government
04:49to use the Lebaraya Plus
04:51from the north to the south
04:55or from the south to the north,
04:56which now needs to go through
04:58the Menorah tunnel.
05:00And also,
05:02for heavy goods,
05:05it is a bit difficult
05:06to go up and down the hill.
05:08And also,
05:10there is a risk to the customers.
05:14So, I hope that
05:16with the design and so on,
05:18the Y3 will help
05:20in terms of
05:24the safety of heavy goods and so on.
05:27As I said earlier,
05:29if the Y3 is not built,
05:33it is likely that in the future,
05:36because the Lebaraya Plus
05:38is getting more difficult now,
05:40it may require
05:43a bigger government
05:45to expand the road.
