The Malaysian Media Council (MMM) Bill is set to be tabled for its first reading during the current Dewan Rakyat session, Communications Minister Fahmi Fadzil said. 

He said the bill experienced a brief delay due to a request from the Malaysian Productivity Corporation (MPC) for it to undergo a Regulatory Impact Analysis (RIA).

00:00Isn't that why MCMC put in place now to monitor social media platforms like this, or why do people have to stop supporting?
00:09At this time, because we don't listen to social media platforms, we still follow the guidelines,
00:18community standards for platforms like Facebook, and also community guidelines for platforms like TikTok.
00:23And these platforms, to be honest, don't need to do anything,
00:28even though MCMC has instructed them, because there is no source of power before this.
00:33So after they are licensed to operate in Malaysia, they need to follow some guidelines.
00:40And one law that will be passed in Parliament in the near future is the Law of Safety in Telecommunication,
00:49or the Online Safety Act, in short, ONSA, which will provide assurances not only in terms of moderation,
00:57such as not to reduce the number of cases of breaches of the law, but also in terms of curation,
01:04which means that these platforms have a responsibility or duty of care to ensure that cases of breaches of the law in our country
01:16do not have a place, which means they need to take more proactive action.
01:22Many countries, such as the United Kingdom, and also several other countries,
01:27they are heading towards content curation, which assurances are given to social media platforms
01:34so that it is not just a report by users, a complaint from the public.
01:41So we will go in that direction.
01:43What sort of punishment are we looking at for these social media platforms if they refuse to take down?
01:49So based on the existing laws, if they break the law, we can refer them to the Online Safety Act.
01:59But when the Online Safety Act is in force, there are a number of penalties that can be imposed.
02:08There are two aspects. One is that the second penalty can be brought to court.

02:15But I can't go into that because we have to discuss it in the Parliament first.
02:19Mr. Rubin, regarding RUU Matic Media, can it be discussed with the IGC?
02:27Yes, the last one is that due to the need to go through the Malaysian Productivity Council or MPC,
02:37they have asked for a regulatory impact assessment or RIA.
02:44But after we have confirmed that there is a pro-tem committee that has helped to do the initial discussion,
02:54provide feedback, and was involved in the process of forming the law, they finally agreed.
03:01And I believe that in the coming weeks, we will hold the first reading in the Parliament.
