02:43When asked if the move might demoralize personnel, Remulia said,

02:49Remulia points to the civil service rules requiring promotion every three years as contributing
02:53to the top-heavy structure.
02:54To address this, he proposes extending the promotion timeline to five years to slow down
02:59career progression in the PNP.
03:03Baggages are being left behind at the Ninoy Aquino International Airport Terminal 3 due
03:07to its malfunctioning 20-year-old baggage handling system.
03:10Cebu Pacific says,
03:11As of 1.15 p.m. on October 22, 821 checked-in bags had been left behind at the terminal
03:17while owners had already reached their destinations.
03:20New NIA Infrastructure Corporation or NNIC notes,
03:23NIA 3's baggage handling system encountered a malfunction, affecting the processing of
03:28passengers' checked-in baggage since Friday, October 18.
03:31Cebu Pacific adds,
03:33Passengers on domestic flights can either have their bags delivered to their destination
03:36or have their bags picked up at the airport.
03:39Meanwhile, passengers with international destinations have similar options, on top
03:43of delivery services for those with onward destinations.
03:46San Miguel-led NNIC says it has been working in phases to modernize the airport's facilities
03:50and critical systems since it took over NIA management and operations last September 14.
03:58Lee Hsien Yang, the youngest son of the founder of Modern Singapore, Lee Kuan Yew, says he
04:03is now a political refugee from Singapore under the UN Refugee Convention.
04:07In a Facebook post, Lee said Britain has determined he faces a well-founded risk of
04:11persecution and cannot safely return to Singapore.
04:14Lee Hsien Yang and his sister Lee Wei Ling, who died on October 9, have been at odds with
04:18their brother over what to do with their father's home after his death in 2015.
04:22Their brother is Lee Hsien Loong, who was Premier from 2004 until May this year.
04:26Channel News Asia reports, Singapore's government said the persecution claim is baseless and
04:30unfounded.
