00:00Even though the possibility is there, there is no guarantee that either the lawmakers
00:05of the Senate or the lower house would get the chance to ask a former president about
00:10the alleged extrajudicial killings that happened during the time of the previous administration.
00:16In fact, a lawmaker even admits to not being that excited about the said possibility.

00:27The House Quad Committee is eyeing to release a partial committee report about their initial
00:32findings on the war on illegal drugs and alleged extrajudicial killings during the previous
00:37administration.
00:39According to Quadcom Lead Chair Robert A. Sparbers, the report will include a recommendation
00:44to prosecute and file criminal charges against individuals who killed illegal drug suspects
00:49and personalities.
00:51The three Chinese drug lords who were killed inside Dapikol, the witnesses of the two suspects who confessed,
01:01they mentioned that.
01:03That could be the content of our report.
01:06The other one is Colonel Garba, he also mentioned that and we could include that in the partial committee report.
01:16The partial committee report will now be the basis for DOJ or Office of the Ombudsman,
01:22if these are the government agencies, to start their investigation.
01:27Barbers confirmed that next week, the panel will hold two hearings to further scrutinize
01:31issues not only concerning EJ case and illegal drugs, but also in the issue of illegal pogos.
01:38The Quad Committee remains open to hearing the side of former President Rodrigo Duterte.
01:43However, if Duterte prefers to appear before the Senate, should a separate investigation proceed,
01:48the Quad Committee has no issue with that.
01:50We respect his decision on our invitation.
01:53If he feels comfortable attending in the Senate, at least our objective is to meet and to hear the statement
02:03or the panic of the former President if he will attend, as well as other resource persons.
02:10As for Senator Risa Ontiveros, she said she's not eager to confront or question the former President,
02:16should he indeed appear before the Senate.
02:18When asked why, she explained,
02:21For me, he is the epitome of extrajudicial killings, he is the epitome of war on drugs.
02:29But if I don't want to ask him personally, who am I?
02:38I'm sure that the people who were harassed by the EJ case will feel worse.
02:47Senator Bongo had previously stressed that former President Duterte's campaign against illegal drugs
02:52had supposedly brought positive results to the country,
02:55and he also filed a resolution for this to be proved in the Senate.
02:59Senate President Francis Escudero assured that if their investigation proceeds,
03:03they will ensure it will be fair and impartial.
03:06One option they are considering is to let Senate Blue Ribbon Committee handle it,
03:10headed by Senator Pia Cayetano,
03:12because under the rules, the Blue Ribbon Committee can call for investigations like this.

03:21headed by Senate Minority Leader Coco Pimentel.
