00:05say it's your fault for not building enough prisons. It's hard to argue with them. You
00:09left the prisons at full capacity when you left power. What would you do if you were
00:13in power? Would you release the 2,000 dangerous individuals next week?
00:17No, I wouldn't. Look, we should have built more prison places, but we did build more
00:22than the last Labour government.
00:23Why didn't you build more prison places?
00:24Well, when I was housing secretary, I changed the law to make the planning system faster
00:28so we could build more prisons. But we did build more places than the last Labour government.
00:32So don't believe everything that Keir Starmer tells you. He said that there was no space
00:36in the prisons, and then he found 500 places as soon as the riots happened. So I think
00:41he was motivated out of ideology as much as practicality.
00:45But look, I do think we should be building more prisons. I want us to be locking up more
00:48hyper-prolific offenders. Almost 60% of all the crimes are committed by under 10% of the
00:55criminals. So we've got to change that. We should be building more prisons, keeping
00:59the public safe as a result.
01:02And how will you get that quickly done? That's the concern for many people.
01:06Well, I think we could build prisons faster than we have in the recent past. But the other
01:10thing, frankly, we need to do, Chris, is get the 10,000 foreign national offenders out
01:15of our prisons. That would be a good start. And incidentally, Chris, one of the reasons
01:24it's so difficult to do that is because of the European Convention on Human Rights. That
01:29defends the rights of foreign criminals who are in our prisons and on our streets. When
01:35Winston Churchill thought of the right to a family life, he never thought of the idea
01:39of a foreign rapist or murderer having the right to stay in our country rather than being
01:43sent back to their home country.
