00:00We know that the media has a huge impact on the minds and character of children.
00:06From the shows on television to the content they see or watch on social media.
00:14Every information they get from these can have an impact on their development.
00:21But what if there is not enough control or monitoring of the content in the media and online?
00:27This can result in shows or content that are not suitable for children.
00:33That can affect their moral and emotional development.
00:38That is the solution provided by the National Council for Children's Television or NCCT.
00:45An agency that is involved in promoting child-friendly media in the country.
00:51Let's know their programs, including the Comprehensive Media Program for Children
00:57that protects children from unacceptable media content.

01:10As a part of the goal of making the media child-friendly in our country,
01:16we will start our program ourselves.
01:18Let's talk to the CMPC and the Executive Director of the National Council for Children's Television
01:25Desideria Mancia-Atenza and the Head of Programs, Policy and Research Division, Judy Galieta.
01:31Good morning, Ma'am Daisy and Sir Judy. Welcome to Rise and Shine Philippines. Welcome back.

01:41We're so happy. We're blessed to sit here and be your guest
01:47to promote the Comprehensive Media Program for Children of the National Council for Children's Television
01:54to be launched tomorrow.
01:55Tomorrow. And of course, this is an award here at PTV.
01:59And of course, we are very grateful that we always collaborate with organizations like this,
02:04NCCT, to promote children's programming and different TV programs
02:08that for sure will be able to cater to the students
02:12and nurture their learning and values.
02:16But let's go back to our discussion here about the CMPC.
02:20What is this Comprehensive Media Program for Children?
02:23Okay, I think this will be launched, which is on your 27th year. Tell us more, Ma'am Daisy.
02:28Yeah, it's a kick-off, 27th anniversary. Tomorrow, the CMPC will be launched.
02:34The Comprehensive Media Program for Children,
02:37this is the roadmap that the agency will follow until 2028.
02:47So here, you will be able to see and learn about the projects, programs, activities, and activities
02:55of the entire agency until 2028.

03:07Of course, how will this CMPC program help the contents of different media productions here in the country?

03:27government and non-government agencies, international organizations.
03:31So, they will follow that framework on how to create a program
03:38that will benefit the children for their holistic development
03:41and how to implement them synchronized so that we won't be separated by programs and activities.
03:49So, the CMPC, as AD Daycee said earlier, is the roadmap
03:54not only of the NCCT, but of the entire country for children's television.
03:59That's a big effect because up until this moment,
04:01there are still many children who continue to watch television.
04:05And some content on television is also watched online.
04:07So, this kind of collaboration is really a very diverse and big help
04:11through the synchronization of the different programs.
04:13But I understand that the CMPC is divided into three strategic pillars.
04:18How will this help? How will this help a child-friendly media?
04:24Our strategic pillars are the Developmental Needs,
04:29maybe Sir Judy will explain, and its drivers.
04:34And, of course, our ring or sphere of influence, Sir Judy.

04:42Basically, our framework in the CMPC is simple.
04:45We will follow it.
04:46First, our core is the holistic development of the child.

04:51So, that has something to do with the media, definitely, or television.
04:55So, there, what are the aspects of the development of the child that we need to focus on?
05:01So, the core values or traits are here.
05:04Yes, physical, moral, intellectual or emotional, and so on.
05:11So, those are the things that we need to focus on for their development.
05:14And what are the drivers, like the institutions and the people.
05:20So, those are the things that we need to help the development of the child.
05:26And at the same time, what are our programs?
05:29And the outermost framework, what are the things that we will give to the children?
05:35So, definitely, the projects and programs of NCCT and other organizations like TV stations, like PTV4.
05:43So, definitely, it's a simple framework.
05:46It's common.
05:47But what's important here is that the organizations come together so that we can reach our goal.
05:54Child-friendly media landscape.
05:56So, how do you monitor this?
05:59We monitor.
05:59We have this monitoring scorecard.
06:02Okay.
06:03This is a series of consultations conducted by experts from 98 questions, Sir Judy, down to 38 questions.
06:14So, this validates if a TV show is really child-friendly.
06:21Well, how do we encourage as NCCT, the content creators and other media platforms
06:28to be a part of the advocacy of having what we call a child-friendly media landscape?
06:34Sir Judy?
06:35Actually, thank you for asking that.
06:37Because the very purpose or the main goal of CNP is collaborations.
06:42So, NCCT can't just do its programs to help the children in our landscape,
06:49in the television landscape or media landscape.
06:51So, NCCT is encouraging organizations to provide their programs.
07:01Actually, we had several meetings with them, consultation meetings with them.
07:05We asked them what programs they are discussing or are helping the children in the present
07:14so that we can include them in our program, in our plan, and in the future, we can sustain them.

07:22Well, of course, you understand we're now on the 27th year.
07:24You've been serving the children and the media for more than two decades.
07:30But what has changed?
07:32What has been the development of NCCT and its collaboration with the different stakeholders?
07:38And also, now we have CNP, CDOC, and YBATA.
07:42I think it's all because of the development and the different achievements of NCCT.

08:14There will be a congressman who wants to repeal RA 8370,
