00:00Investments in infrastructure are key as government preps for a rejuvenated tourism and industry
00:05with a workforce of close to one and a half million right now.
00:09Infrastructure that covers more accommodation structures
00:12and pathways leading to popular tourist sites and destinations.
00:16All part of the local hotel industry strategic action plan
00:20that Arod Lagusan threshes out in this report.
00:25The Department of Tourism is bolstering the hotel industry which is a major part
00:29of the tourism sector. With this, the department in collaboration with the
00:32Philippine Hotel Owners Association Incorporated has launched the Philippine
00:36Hotel Industry Strategic Action Plan 2023 to 2028.
00:40According to Tourism Secretary Christina Frasco, by 2028,
00:43the demand for accommodation is expected to reach 456,000 rooms.
00:47Frasco emphasized the need to keep pace with this demand,
00:50highlighting the importance of investments.
00:52The secretary noted that now is the time to expand the building capacity.
00:55Under the current CREATE law, there are incentives for investors,
00:58particularly for tourism-related infrastructure investments,
01:02with DOT's attached agency, TEZA, overseeing this.
01:05TEZA is able to offer investment incentives that include a lower corporate income tax,
01:12exemptions on importation duties that are related to the tourism investment,
01:17as well as certain amnesty.
01:20This to attract more investors into the country.
01:22She added that following the latest sectoral meeting with the president,
01:25the DOT presented POWA's desire for the reclassification of tourism-related investments.
01:31We presented this to the president and he received it quite positively.
01:35So we're hopeful that with the improvement in the tiering,
01:40that there will be a longer time for the income tax holiday for tourism-related investment.
01:48The department is also focused on improving access to tourist destinations,
01:51as the tourism department pushes for its funding,
01:54as it's not included in the proposed budget of the DPWH.
01:57I believe that we are making headway.
02:02And I'm optimistic that with the help of both houses of Congress,
02:11as well as our president's continued articulation that tourism is a priority.
02:20I think that all of us are aligned in a sense that we recognize
02:26that investing in tourism is investing in the Filipino people.
02:30According to DOT's accommodation capacity survey,
02:33there are over 335,000 rooms in the country.
02:36The plan is for the industry to have a roadmap in the years to come.
02:43In other words, this roadmap obviously should not end in 2028.
02:48We have to always remember that we're not competing among ourselves.
02:56We have to look at what the competitors are offering.
02:59And this is where benchmarking comes in.
03:02DOT data show approximately 1.45 million people are employed in the accommodation industry,
03:07which is significantly contributing to job creation for Filipinos.
