00:00As you know, the citizens of a country are the highest honor of a country and it cannot be given as it pleases.

00:12The Constitutional Institution has set strict conditions to qualify an individual as a citizen of Malaysia.

00:21At the same time, the foundation of a citizen of a country must consider the rightful rights for each individual,

00:31especially women and children.

00:36I would like to welcome the second part of the Constitutional Institution's second schedule,

00:44which gives the right to citizenship by law to children born abroad whose mother was a citizen of Malaysia at birth.

01:00This amendment is in line with the National Union Manifesto on Article 15 of the Constitution.

01:09I understand that this amendment aims to revise the laws of the citizens of a country.

01:20However, there are still some gaps, especially in the welfare of children and women who still need to be improved.

01:30In the past, I have met many non-governmental CSOs who expressed their concerns

01:40if this amendment is passed without considering the interests of children, especially women.

01:48I think if it is necessary, it should be referred to a special authority first.

01:58That is my opinion.

02:00Before the amendment is passed, I would like to re-examine and improve the issues that I have raised.
