00:47The ombudsman granted Duque's appeal and overturned its earlier verdict that he was guilty of

00:52grave misconduct and conduct prejudicial to the best interest of the service.

00:56The case involves the alleged illegal transfer of 41 billion pesos from the health department

01:01to the budget department's procurement agency.

01:04Duque won on a technicality.

01:06He argued that the ombudsman no longer had jurisdiction over this administrative case

01:10because it was filed after his term as health secretary ended in June 2022.

01:15This restores Duque's retirement benefits and makes him eligible to return to government

01:20work, at least for now.

01:22Ombudsman Samuel Martire says the outcome of the administrative case has no bearing

01:26on the graft case his office filed against Duque involving the same transaction.

01:33Democratic presidential candidate Kamala Harris slams Donald Trump for his comments about

01:37quote-unquote, the enemy within the United States.

01:40Harris shows a clip of Trump telling his supporters those people are more dangerous, the enemy

01:45from within, than Russia.

01:48In the video, he also threatens to deploy the military domestically as he paints Harris

01:52as a threat to democracy.

01:54Harris claps back, saying a second Trump term would be a huge risk for America.

01:59Donald Trump is increasingly unstable and unhinged.

02:02The Harris campaign and Democrats express deep concern about whether Black men will

02:06turn out in numbers seen in past elections and whether they will support Harris or Trump.

02:11A September poll by the NAACP, United States' largest civil rights organization, reports

02:16over a quarter of young Black men say they would support Trump in the election race.

02:23There's a new landmark in Talisay City, Negros Occidental, and it sets a new world record

02:27for being the largest chicken-themed structure on Earth.

02:31Campo Estohan Highland Resort owner Ricardo Tan says Monday, October 14, his newly finished

02:36Rooster Hotel has been certified by Guinness as the largest of its kind in the world.

02:41The structure stands 115 feet tall and houses 15 rooms.

02:45The hotel will open on Saturday, October 19.

02:49Tan says his entry beat some 24,000 other applicants for the distinction.

02:54He says the monumental rooster is meant to honor Negros Occidental's fowl breeders,

02:58who provided jobs to many locals when the sugar industry declined in the 1980s.

03:03Talisay Mayor Neil Lizares III says the new landmark will serve as a symbol of the city's

03:08growth and potential.

03:10Other local officials say they look forward to the tourism boost the gigantic rooster will bring.
