00:00The hearing of the House Squad Committee on Illegal Drugs and Extradjudicial Killings will continue next week.
00:08Congressmen assured that they will better discuss the recent revelations in order to uphold the truth and justice.
00:16Mela Lesmora in the report.
00:18Although the hearing of the House Squad Committee on Illegal Drugs and Extradjudicial Killings is expected to last for a long time,
00:33the mega-panel is ready to issue a partial committee report to be used by other government agencies that will also investigate the alleged talks.
00:43According to Quadcom's lead chair Robert Ace Barbers and co-chair Bienvenido Avantin Jr., their first report will include the revelations of former PCSO General Manager and retired police Col. Ruy Nagarma.
00:57The partial committee report perhaps would be using the affidavit of Col. Nagarma on the reward system actually because that's what we're aiming for.
01:11Is there a reward system here?
01:13Not only in the DOJ, but also in the PNP to help the agencies.
01:19This Friday, at the eighth hearing of the Quadcom, Nagarma cited his knowledge on war on drugs as the primary reward system for the police who kill and kidnap drug suspects.
01:32There is a corresponding amount per level Mr. Chair.
01:35Based on the information we got, there are four levels.
01:40Level 1 is 50k for the pusher, if the pusher is killed.
01:46If it's a big-time pusher, level 2 is 100k.
01:51If it's a narco-cop, narco-politician or protectors, it's 300 to 500k.
01:59If it's a trader, manufacturer, chemist, ninja-cops or financiers, level 4 is 1 million for the reward if they're killed.
02:11Is that familiar to Col. Nagarma?
02:14There's an amount, Mr. Chair, from what I understand, starting 20,000 to 1 million.
02:20But I'm not familiar with the bracketing.
02:24According to Barbers, they will not discuss Nagarma's testimony.
02:29The committee will open for former President Duterte if he wants to confront and give his opinion,
02:35as well as to Senator Bong Go and Senator Bato de la Rosa, who are also involved in the issue.
02:40For us in the Quadcom, it doesn't mean that we believe 100 percent of what's being said.
02:50There must be a corroboration.
02:52Either a corroboration from another witness or at least a documentary evidence that will corroborate the testimony or the revelation of Garma.
03:02Senator Go and Senator de la Rosa were the first to confirm the statement of Garma and denied that there was no reward system back then.
03:11The Philippine National Police also called on PNP Chief Romel Marbil to be the chief of police when the drug war was carried out.
03:18They clarified their participation in this matter.
03:21Marbil said that they take the role of the police in the Quadcom's hearing seriously.
03:27That's why they will also discuss this matter.
03:29The House Quad Committee will continue their hearing next week.
03:35Mela Las Moras for Pambansang TV in Bagong, Philippines.
