OBS amendments to make Malaysia Day a mandatory holiday for Sabahans among other changes

Come next year, Sabahans can look forward to Malaysia Day being a gazetted public holiday.

Following the Dewan Rakyat's approval of the Sabah Labour Ordinance (Amendment) Bill 2024 (OBS Bill), Human Resources Minister Steven Sim highlighted that this amendment comes nearly two decades after the last update in 2005.

00:00The discussion of RUU-OBS is a historic moment because this is the first time after 20 years
00:10that the RUU-OBS or the Sabah Borough Ordinance has been moved and fully authorized
00:19by the Semenanjong Act or the 1955 Act, which is the Borough Law in Semenanjong.
00:28So, I would like to thank my fellow MPs who are respected from Sipitang and Tawau.
00:38Both of them have been involved in the discussion and I would like to thank all MPs in the House of Representatives
00:46who have unanimously approved the RUU-OBS.
00:53This is a historic event because we have now diversified the rights of 2.083 million workers in Sabah
01:04with the rights in the current work permit.
01:08So, here are some examples.
01:11The main example is that in the past, the RUU-OBS only included workers with a salary below IDR 2,500.
01:22Now, with this move, we will include all workers regardless of their salary.
01:32Secondly, the claim in the Borough Court used to be for workers with a salary below IDR 2,500
01:41but if it was up to IDR 5,000, there would be a claim based on the contract.
01:46But now, it is extended to all workers without a salary to make a claim in the Borough Court.
01:53We mentioned the 60-day maternity leave in the past. Now, it is 98 days.
01:59The sick leave and the hospitalization leave.
02:02In the past, it was combined for workers below IDR 2,000.
02:08It was combined. 14 days sick leave, 46 days maternity leave, a total of 60 days.
02:14After the move, we separated the sick leave and the hospitalization leave.
02:19So, 14 days sick leave, 60 days hospitalization leave, a total of 74 days.
02:27We also made Malaysia Day as a compulsory leave.
02:31The general leave was increased from 14 days to 15 days.
02:36The sentence was also increased. In the past, it was IDR 10,000. Now, it is IDR 50,000.
02:41It gives seriousness and importance to the Borough Law.
02:49Now, we have a prohibition on discrimination.
02:53We have improved and increased the prohibition on the protection of children and young people in work.
03:05In the past, there was no prohibition on sexual harassment in the workplace.
03:11Under the new move, we will have it.
03:13In the past, there was no flexible working arrangement.
03:17Now, we have it.
03:19So, these are some of the improvements that have been implemented in this move.
03:29We expect that the OBS will be held in Dewan Negara in December this year.
03:41Hopefully, it will be held there.
