00:00Good afternoon and good afternoon to all of you.
00:04Of course, today is Thursday and I'm with the BIR and CDC.
00:09Good afternoon, Commissioner June and Director Nicolette.
00:12Good afternoon.
00:13We will ask for news about your agencies.
00:16Let's start with the BIR, Commissioner June.
00:19There was a raid where four illegal manufacturers of cigarettes were raided.
00:25What are the details of this, Commissioner?
00:27And how much is the tax liability of these?
00:30So, we conducted a raid on four manufacturers and this location is in the middle of Luzon.
00:37What this shows is that they are exporting, they are manufacturing cigarettes.
00:43And here where we entered, we saw more than 60 million cigarettes.
00:52And the machines that we saw were illegal and not registered
00:57are around 65 machines that are used to manufacture cigarettes.
01:02And the total liability that we assessed here is more than 8 billion pesos.
01:08This is one of the biggest raids that we were able to catch.
01:14Commissioner, what are the violations of the manufacturers involved here?
01:19What is the next step of the BIR against them?
01:23There were a lot of violations here.
01:25Because if a cigarette manufacturer,
01:29first of all, the company needs to register their machines and the brands that it will produce.
01:37And we need to have visibility on those.
01:41And if it will be sold locally, it needs to pay excise tax.
01:46Now, what we saw here is that the machines that are used to manufacture cigarettes are not registered.
01:53So, this is a violation.
01:54And it is also a violation to not register the brands of cigarettes.
02:00And because we saw that it is being sold here in our country, that's another violation.
02:08So, the penalties here are different.
02:12There are penalties of up to 50 million pesos.
02:18And there is a prison sentence of up to 20 years for just one offense.
02:24So, they will face a lot of penalties.
02:26Aside from that, they need to pay more than 8 billion pesos.
02:30It looks like you will continue to raid illegal cigarette manufacturers.
02:39Is this what you are aiming for now? And why?
02:43We are aiming for this because this is one of the things that we talked about,
02:48regarding the cigarette manufacturers that are involved in the tobacco industry.
02:53We want to protect our farmers who are involved in the tobacco industry.
02:59And there are also a lot of lost goods and revenues that supposedly should be able to help our countrymen,
03:05especially here in our healthcare services.
03:08Because part of the excise tax that is collected here in cigarettes and vape products,
03:13in syntaxes, goes to healthcare services.
03:17So, aside from the things that we can collect, this is a big thing for our countrymen.
03:22That's why we are aiming for the raid so that we can make sure that our small businesses are protected
03:28and that everyone involved here is paying the right fees.
03:33So, I guess this is a warning, Commissioner.
03:35Maybe some of our viewers would like to say something to others like this.
03:40That's right.
03:41Our call is that the BIR will not stop raiding and looking for manufacturers,
03:47warehouses and sellers of illicit trades, illicit vape and cigarettes.
03:53We will continue to do that.
03:55That's why we are asking you to register and pay the right fees
03:59so that your business of cigarettes and vape products will be safer.
04:04In other talks, Commissioner Jun, you asked all the revenue district offices of BIR to upgrade the e-lounge.
04:13What is this e-lounge and what can it help our taxpayers?
04:18We built an e-lounge in every district offices.
04:23The e-lounge is an area in the district office that has computers and internet access.
04:28The e-services of BIR can be used here.
04:32We already have that, but not many people use it.
04:36Some are tight and small, so we want to make it better.
04:40And our taxpayers know that there are e-lounges.
04:44That's why we put examiners there, employees who are assigned here in the e-lounge
04:51to guide the taxpayers who go to our office
04:55that they can use and teach them about these e-services.
04:59So that next time, they know how to use it.
05:01And their goal is that they don't need to go to our offices to avail services in BIR.
05:08Their goal is to facilitate the transaction here in BIR.
05:13Because we already have a lot of e-services available.
05:18And this will help facilitate the transaction and voluntary compliance of the taxpayers.
05:25So the next time we go, there will be people who will ask you,
05:30especially the senior citizens, where they can use the e-lounge.
05:36That's right. There are services like that.
05:39And we built it to teach them.
05:42Because the problem of others, even though they know that there are e-services,
05:46they don't know how to use it.
05:48That's why we put examiners there to guide the taxpayers who use the e-services.
05:56Okay. So what are the other efforts of BIR to facilitate the taxation of our fellow citizens
06:03and make the BIR service better?
06:06Aside from the e-lounge, we are continuing the digital transformation of BIR
06:12to make sure that there are more e-services and the e-payment channels that we are expanding
06:19so that everyone can go here for calls and online transactions.
06:25And we are also doing here in BIR, we are increasing the requirements,
06:31we are reducing and streamlining the procedures and processes in our agency.
06:36And we are continuing the ISO certification of various BIR services
06:41so that it will be easier, more transparent, and the transaction will be easier in our agency.
06:47Commissioner, the BIR Cyber Security Vanguard was also accepted from USAID.
06:52What is this award and what can you say about your contribution to this?
06:58This is a great honor.
07:00This shows that BIR is committed to protecting the information that the taxpayers give to our agency.
07:11This award was given to BIR because we always participate in their USAID program
07:20about cyber security and to teach our agency to make sure that our systems are secure
07:28and all of our employees know their duties and what they should do about cyber security.
07:36So you can trust that your information in BIR is protected.
