00:00How many countries in Asia will be joining the Association of Southeast Asian Nations
00:05or ASEAN Summit in the Lao People's Democratic Republic today?
00:09While at the ASEAN Summit,
00:11President Bongbong Marcos will also focus on the Filipino struggle in Lebanon
00:15in the midst of the ongoing war between Hezbollah and Israel.
00:18Live from the Lao PDR, we are joined by Ivan Mayrina. Ivan?
00:23Yes, good morning Susan. From here in Vientiane, in the Lao PDR, it is now 6.06 in the morning.
00:34We are one hour behind compared to the time in the Philippines.
00:38And the news, Susan, is that the events at the first day of the ASEAN Summit yesterday
00:43when the President suddenly called for a meeting with the government agencies
00:48to tell them to be prepared in case there is a mandatory or forced evacuation
00:56of our countrymen who are caught up in the Middle East.
01:00So the President's order was to give or pour all the resources to the government
01:05to guarantee the evacuation of our countrymen who are caught up in the Middle East.
01:10The President's order was made after the opening ceremony of the ASEAN Summit yesterday.
01:24This morning, the Migrant Worker Secretary Hans Kakdak returned to the Philippines
01:29to issue the President's order for repatriation.
01:32According to the government, we do not yet have a mandatory or forced repatriation
01:37but it is up to the officials of our embassy in Lebanon to raise the alert level 4
01:43if the situation continues to escalate.
01:45Meanwhile, we will highlight two things after the first day of the ASEAN Summit.
01:49First, the President's commitment to the importance of adhering to international law
01:54and UNCLOS in the negotiation of the SIGALOT in the South China Sea
01:57where not only the Philippines is affected but also the other ASEAN members.
02:03In an exclusive interview yesterday, the President said that in the continuation of the meetings today,
02:08he will detail the position of the Philippines in the negotiations.
02:11The ASEAN meetings will take place today with the so-called Dialogue Partners
02:16including China, India, Canada, and South Korea.
02:20According to our sources, the East Asia Summit is a long-awaited event.
02:24Because of that, the leaders there, including President Marcos, will be more courageous regarding the issue.
02:31Today is also the ASEAN-China Summit.
02:34In fact, that is the first of the schedules this morning.
02:37China is one of the biggest trading partners of ASEAN
02:40and has a big influence not only in each ASEAN member state but in ASEAN as a regional bloc.
02:48Second, among the highlights of ASEAN yesterday, the President's commitment to the country
02:52as an investment destination to participate in the ASEAN Business and Investment Summit.
02:57He also asked the government to support him to make the country business-friendly.
03:01In particular, he helped to build Green Metal, Battery Manufacturing Data Centers, and Agri-Business.
03:10So those were the highlights of the first day of the ASEAN Summit yesterday here in Bienshan.
03:19Ivan, in the ASEAN-China Summit later,
03:21will the Code of Conduct be discussed and approved here in the South China Sea?
03:31The discussion, Susan, I'm sure it will be discussed and will be brought up by the countries.
03:36At the very least, the Philippines will surely raise that issue.
03:40But if it will be approved, that is the big question because I read earlier,
03:44in 1992, the South China Sea Code of Conduct was pushed by ASEAN and China.
03:52But what is it now, 2024?
03:54Until now, it's still being discussed, Susan, because there are people who are interested in supporting that Code of Conduct.
04:02The big question is, if there will be an agreement, will it be followed?
04:07Because in 2002, there was a Declaration of Conduct of Parties in the South China Sea.
04:12You can see now, one of our neighbors is being bullied by other countries in the South China Sea, Susan.
04:21Ivan, I will just go back to the President's order that our fellow countrymen in the Middle East should be targeted.
04:27Did you talk to the DFA and did they say that they will raise the alert level 4 in Lebanon?
04:32The raising of alert level 4, Susan, depends on our people on the ground.
04:43That means our ambassador, he will be the one to give the recommendation.
04:48Because there are two things that Susan is looking at to raise alert level 4.
04:52This is the wide-ranging internal conflict and the full-blown external attack that is being called in one country.
04:58Now, those two will be the basis of the decision and of course, the assessment of our embassy if the alert level 4 should be declared.
05:12But Susan, we also need to look at the list of people who want to return to the Philippines, which is around 2,000.
05:22That's a small percentage, Susan, in the actual number of our fellow countrymen in Lebanon, which is 11,000 to 12,000.
05:28That means there are still a lot of our fellow countrymen who are holding out.
05:33They still don't want to leave because they are saying that when our fellow countrymen are in Lebanon,
05:39we are used to the conflict. It will be chaotic but we will go back to the past.
05:43What they are worried about is that when they return to the Philippines, they might not be able to return to Lebanon.
05:49Thank you very much, Ivan Mayrina live from Lao People's Democratic Republic.
05:58Thank you very much, Ivan Mayrina live from Lao People's Democratic Republic.
