Suntay seeks Congress return

Former Quezon City 4th District representative Jesus ‘Bong’ Suntay files his certificate of candidacy at the Commission on Elections in San Juan City on Tuesday hoping for a Congress return.

Suntay, who chaired a group of taxi drivers, said that he will focus on transportation and mobility issues if elected again.

00:00I want to support the DOTR program.
00:03You know, for the longest time, we've seen that
00:06we really, the Philippines, our country, lack a mass transport system.
00:11The MRT and LRT were made during the time of President Marcos,
00:15but for almost three decades, it hasn't been added.
00:20Well, the Marikina Line and Aurora Line were added,
00:23but it's really not enough.
00:25Because we can see every day,
00:27from year on year, we can see the traffic here in our country.
00:31Day and night.
00:33The solution is simple.
00:35Why are there more autos on the roads?
00:37It's not a sign of progress.
00:39It's a sign that our development is backward.
00:44In other countries, especially in first world countries,
00:47you can be rich if you're poor.
00:49You can ride a train, you can ride a subway.
00:51Right? It's not like that.
00:53It's not just that mass transport is hard.
00:55But here, why is it hard for us to force ourselves to buy a car?

01:01Our mass transport system has been lagging behind
01:06if compared to other Asian countries.
01:08We want to support it.
01:10Well, the North to South Railway was started,
01:13from Valenzuela to Clark,
01:15but I feel that the funds were used for other things.
01:20It's a waste.

01:22It needs to continue.
01:24While we need to build more roads,
01:27the roads that we need to build are going out of Metro Manila.
01:31Not the roads inside Metro Manila.
01:33To facilitate transport not only of goods,
01:38but of people from Metro Manila going out.
01:41Metro Manila is already overdeveloped.
01:43What we need to improve and help develop
01:48is our periphery, the provinces outside of Metro Manila.
01:53You know, it's very simple.
01:55Because the President, with the help of Congress,
01:58can act on legislation
02:00that the roads that will be built
02:07cannot be issued by the TRO of the court.
02:10Because this will be paid for.
02:12And this will be a public good.
02:15This will benefit us.
02:17While we know that the problem has been there for a long time,
02:21but you can see that a lot of roads are being built
02:24but the road right-of-way has not been acquired.
02:27The funds are wasted.
02:28The additional widening of the road becomes a parking lot
02:31because it's not complete.
02:33In fact, it causes additional traffic
02:35because it funnels when it reaches the portion that is not yet done.
02:39We can also see, and I'm sure you can also notice that,
02:42a lot of roads were widened,
02:44but the utility posts are still standing in the middle of the road.
02:48Which is, you know,
02:50it's dangerous for the residents, for the motorists,
02:53especially for those who travel at night.
02:56Because if you think about it,
02:57at least the road is wide,
02:59but suddenly there's a post in the middle.
