00:00I believe that the new Europe is the Middle East.
00:07The Kingdom of Saudi Arabia in the next five years will be completely different.
00:12Bahrain will be completely different.
00:14Kuwait, even Qatar, unlike us, will have a strong economy and will be completely different in five years.
00:23The UAE, Oman, Lebanon, Jordan, Egypt, Iraq and the opportunities they have.
00:29If we succeed in the next five years, more countries will join us.
00:33And there will be the next revolution in the world in the next 30 years in the Middle East, God willing.
00:39This is the war of the Saudis.
00:42This is my personal war.
00:45And I don't want to give up my life until I see the Middle East at the forefront of the world.
00:51And I believe that this goal will be achieved 100%.
00:54No matter how hard they try, we will not stop.
00:57The 10% issue, Mr. Amir, is it just a matter of sharing views or is there pressure from the US on Riyadh?
01:03Of course, Saudi Arabia will not accept any pressure to interfere in its internal affairs.
01:06Basically, the UN agreement is based, frankly, on the sovereignty of the countries and their complete independence.
01:14As you know, the Kingdom of Saudi Arabia is a state founded by the United Nations.
01:19We believe in the principle of the United Nations and the rule of law and the organization of the work of the world and the sovereignty of the countries in the world.
01:29Our problem in the Middle East is with ideas that do not believe in the principles of the United Nations.
01:33And it works in a loud way to break all the laws and conventions of the United Nations.
01:37In its interference in the internal affairs of other countries and in promoting ideologies across borders that have nothing to do with national interests.
01:43We will be an active member, we will contribute as we have done in our history in protecting the interests of the United Nations and our country.
01:48And we will abide by the laws as we have always done.
02:13The system has to follow the laws and I cannot tell the judge that do that and ignore the law because that's against the rule of law.
02:25But do we have bad laws? Yes. Are we changing that? Yes.
02:29Anyone involved in the killing served jail time?
02:33Yes. Anyone involved is serving jail time. He has to face the law.
02:41And you're trying to change the law broadly to make sentences more realistic?
02:48More realistic for us as Saudi, not for foreign people.
02:54But we believe today it's far away from realistic for us as Saudi.
02:59So we are not proud of all of our laws in Saudi Arabia.
03:04That goes along with that fundamentalist view of Islam around the globe.
03:08Do you know of any metrics that the department is following to support their claim that they are working on that?
03:15How are we gauging that? How are we going to determine whether they're following along with that portion of the agreement?
03:21Well, one of the outcomes of the President's summit in Riyadh was the creation of the Center to Counter Extreme Muslim Messaging with Saudi Arabia.
03:30This center now exists. It was inaugurated while we were there.
03:35The center has a number of elements to attack extremism around the world.
03:41One of the elements that we are visiting with them about, and they have already taken steps, the Saudis,
03:46is to publish new textbooks that go into the schools that are in the mosques around the world.
03:52These textbooks are to replace textbooks that are out there today that do advocate extreme Wahhabism viewpoints around the justification for violence.
04:03We've asked that they not just publish the new textbooks.
04:06We've asked that they retrieve the existing textbooks so we get those back.
04:11That's just one example.
04:13This center is going to have a very broad range from social media to broadcast to how young imams are trained in the theological centers.
04:23And we are working with them today with the establishment of the new center.
04:27What are the measures that we will hold ourselves accountable to?
04:31That is one of the charges that the State Department is working with the Saudis and others as we bring this center up to an operating level.

05:01The second thing is to work with legislation.
05:11In my country, there is a law that states that what Allah has made lawful is lawful, and what He has forbidden is forbidden.
05:20But then there was a shortcoming in the implementation.
05:25He didn't forbid what was lawful, and He didn't forbid what was forbidden.
05:29But He left it in the implementation.
05:31He dropped the limit on drinking alcohol.
05:34He exceeded the limit on adultery.
05:37He accepted bribery.
05:39He dropped the limit on theft.
05:41And so on and so forth.

06:26And for this reason, Allah connected listening and obeying to those who legislated His law.
06:38He legislated His law.
06:41His saying was,
06:43He said, Listen and obey.
06:45And if a wild slave commands you, he will stand between you in the Book of Allah.
06:53So the commandment was fixed in the Book of Allah.
06:57And He did not release listening and obeying to every believer or believer.
