00:00The world is shrinking behind the agricultural smuggling and hoarding.
00:04This is after President Ferdinand R. Marcos Jr. passed a law,
00:08the Anti-Agricultural Economic Sabotage Act,
00:11which will impose a heavier punishment on those who violate the law.
00:17Claycel Pardilla has the details.

00:26the Anti-Agricultural Economic Sabotage Act,
00:29which will impose a heavier punishment on those who violate the law.
00:34Local farmers, fishermen, and consumers should be protected
00:38against the smuggling or illegal import of agricultural products.
00:43Supply or lobbies are being tied up in times of crisis
00:48and cartels are manipulating the supply and price of products.
00:52Under this law, smuggling, hoarding, profiteering, and cartel operations
00:58involving agricultural and fishery products
01:02will now be classified as economic sabotage.
01:06A non-bailable offense punishable by life imprisonment
01:09and fines up to five times the value of the goods involved.
01:14In 2023, P3 billion was lost due to agricultural smuggling.
01:20P230 million was lost due to smuggled agricultural products
01:25in the past six months.
01:27There is no shortage of smuggled products,
01:31which is why the government is not only losing money
01:34from those who do not collect the smuggled goods,
01:36but local farmers and fishermen are also being targeted
01:40for not being able to compete with cheap but illegal products.
01:45There is also a risk to the health of people
01:47due to the lack of sanitary permits.
01:50Every sack of smuggled rice,
01:53every under-the-table onion deal,
01:56every substandard meat sneaking past the quarantine checks,
02:00these are not just numbers.
02:02They represent lives, families, and futures that are being compromised.
02:07These crimes threaten not only our economy,
02:10but our national security as well.
02:13It jeopardizes the livelihood of hard-working Filipino farmers and fisherfolk,
02:18and it threatens the food sustainability of our communities.
02:28This law does not just target the masterminds.
02:31It holds all accomplices accountable,
02:34financiers, brokers, employees, even transporters.
02:38We are establishing the Anti-Agricultural Economic Sabotage Council,
02:42which I will chair.

03:15We will work harder to catch these smugglers.
03:20We hope that you will be afraid to do illegal smuggling
03:27because this is non-bailable if you get caught.
03:30If they get caught, we will catch all of you.
03:33Meanwhile, two members of Congress ratified the Bicameral Conference Committee Report
03:39of Senate and House Bill that amends the Rice Tarification Law.
03:43This will increase the production of rice,
03:46increase the income of farmers,
03:48while lowering the price of rice.
03:51The RCEF's Visa or Rice Competitiveness Enhancement Fund,
03:56which will end in 2024,
03:58will increase the RCEF to P30 billion
04:01from the current P10 billion
04:04for the distribution of free rice, machinery,
04:07for the cultivation and lending to farmers.
04:10This is the right version.
04:13It's good that every year,
04:15the President and the DA will study
04:20what they can do with the excess.
04:22If we have P30 billion to collect,
04:25P15 billion,
04:26it will be based on a menu.
04:28What our farmers and our industry need.
04:34It's good that the President will decide
04:39where this allocation will be every year.
04:41The Bicameral Conference Committee Report of the Department of Agriculture
04:46that responds to the lack of rice supply
04:49or the high prices in the market.
04:52We can trigger a call for importation
04:57in case we see spikes or hoarding.
05:00I don't think there will be a shortage.
05:03I think it's more for lowering prices.
05:06The DA can intervene through that new law.
